To plan, direct, administer, and manage assigned operational unit and teams within the Human Resources Department; to develop, manage, monitor, and coordinate major and significant County-wide Human Resource services, projects and programs that require working with complicated logistics of interdepartmental and/or interagency cooperation; to develop and communicate Human Resource Department goals and performance standards; to identify and utilize data analytics to monitor and report progress in achieving goals and standards; to serve as a positive and motivational leader and a positive and cooperative team member; to participate in strategic planning, policy development and legislative analysis; and to represent the County in both external and internal contacts. 

DISTINGUISHING CHARACTERISTICS

The Human Resources Manager provides full second-line direct supervision to an operational unit of team(s) of management, supervisory, professional, technical, and clerical employees and assumes substantive and significant responsibilities for Countywide Human Resources programs, projects, and/or initiatives as well as the on-going support for assigned departments.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Director of Human Resources, Assistant Human Resources Director or his/her designee.

Exercises direct supervision over management, supervisory, professional, technical, and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

For all assignments: 

  • Serve as a subject matter expert in area(s) of specialty or designated responsibility; act as a resource to the Director of Human Resources, Assistant Director of Human Resources, Civil Service Commission, County Executive Officer, Board of Supervisors, departments, other public agencies, union business representatives, employees and the public.
  • Identify, plan, implement, monitor, and evaluate programmatic goals, objectives, and priorities within area(s) of responsibility in a manner that is consistent with the County’s and department’s overall goals and objectives; develop strategies and tactics for the successful achievement of set goals and objectives; direct and coordinate the implementation of strategies; identify and evaluate data analytics to measure success.
  • Plan, direct, manage and monitor various human resources, administrative and operational analyses, studies, surveys, and audits; manage and participate in the data collection with regard to needs assessments, benchmarking, classification and compensation, talent acquisition, succession planning, training and organizational development, performance evaluation, benefits administration, internal and external audits, and operational reviews of designated areas of specialty or responsibility.
  • Provide policy, program, and procedural direction to assigned teams and area of responsibility; direct, manage, and monitor assigned teams; plan, prioritize and assign work activities of team members; act as a primary resource to assigned team members; provide input to team members regarding sensitive and/or complex issues; provide direction, goals, suggestions and guidance to team members.
  • Oversee and monitor the operations and administration of teams; participate in staff selection; coordinate training; conduct performance evaluations; recommend discipline and maintain high standards to ensure efficient, professional operations.
  • Develop, manage, implement and maintain major County-wide human resources initiatives, programs or projects; lead team in a positive and motivational manner; make recommendations and decisions with the long term benefit of the County in mind; coordinate interjurisdictional, interdepartmental, and/or other interagency activities; communicate to appropriate County resources and entities.
  • Provide lead departmental support as assigned; serve as liaison between assigned departments and the Human Resources Department; review and analyze departmental operations, activities, and requests; review and analyze policies and procedures; assist in the identification of opportunities for improvement and development of new policies and procedures; provide recommendations within regulated and legislative parameters; project consequences of proposed actions.
  • Assist and participate in the development and administration of the budget(s) for assigned work section(s) and program(s); support forecasting of funding needs, staffing, equipment, materials and supplies; monitor approved expenditures; assist/participate in the implementation of mid-year adjustments to expenditures.
  • Serve as a positive and motivational team leader as well as a positive and effective member of a peer group; and, build and maintain positive working relationships with co-workers, other County employees and managers, and the community utilizing accepted principles of effective customer service.
  • Direct and manage the work of consultants; assist in the preparation of requests for proposals, review bids, interview and select consultants; manage workflow, set expectations and priorities, and monitor outcomes; negotiate contracts.
  • Maintain awareness of and participation in the external professional environment and resources to ensure the highest level of professional standards are applied to service delivery within the Human Resources Department.
  • Represent the County of Placer and its Human Resources Department to the public and to other agencies in a positive and productive manner.
  • Perform related duties as required.

In addition to the duties cited above, when assigned by the Director of Human Resources:

  • Manage, lead, and represent the County in meet and confer sessions, disciplinary actions, and other employee/labor relations matters; provide guidance and advice on all aspects of talent acquisition, performance management, classification and compensation, and employee/labor relations to employees, managers, elected officials, and other stakeholders; develop, maintain, and implement policy/procedures including recommended changes or updates to the County Code and applicable Memorandums of Understanding (MOUs); review, monitor, and lead the work of management and professional staff in all aspects of talent acquisition and department support.
  • Initiate and implement internal operating procedures, policies and controls; evaluate all benefit plans and providers and make recommendations for change; oversee the development of the annual budgets and monitor revenue and expenditure transactions; conduct fiscal analysis and prepare cost projections including labor proposals; oversee the technology function to assure that operational requirements are translated into system requirements for the purpose of enhancing the department’s use of technology; gather and provide data analytics in support of department and County critical success factors; coordinate and review the preparation of ordinances, legislation, and other documents
  • Plan, direct, manage, and administer the County’s training plans, programs, and activities; coordinate the efforts of staff and consultants; manage and participate in the development of curriculum; approve class design and material; plan and support Countywide programs, including Employee Engagement and Wellness, Combined Giving Campaign, and Employee Recognition; administer the Tuition Reimbursement Program; participate in community consortiums and organizations; network in an effort to identify valid educational opportunities in the community; develop and implement effective marketing methods; plan, direct, and participate in career counseling activities.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of increasingly responsible experience in human resource administration, including two years of supervisory/management responsibility in designated area(s) to include benefit administration, payroll, talent acquisition, classification and compensation, employee/labor relations, learning and organizational development, workers’ compensation, leave management, or a related field.

Training: Equivalent to a bachelor’s degree from an accredited college or university with major course work in human resource administration, labor relations, public administration or a related field.

Required License or Certificate:
May need to possess a valid California driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required

KNOWLEDGE, SKILLS, AND ABILITIES
