To assist the County Executive Officer in managing and directing the activities of all County departments; provide administrative, operational, and policy guidance to County department heads; serve as a lead member of the County Executive’s Office management team; and to deliver highly complex staff assistance to the County Executive Officer.

DISTINGUISHING CHARACTERISTICS

The Assistant County Executive Officer serves as a full line assistant to the County Executive Officer. This classification assumes leadership responsibility for major countywide service areas, manages the day to day operations of the County Executive’s Office, and performs general administrative tasks for the County Executive Officer.

This class is distinguished from the Deputy County Executive Officer in that the latter has responsibility for overseeing a complex specialized function within the County Executive Office involving work performed for or by multiple assigned departments, whereas the former assumes more global oversight of countywide programs and services.


SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the County Executive Officer and may receive policy direction from the Board of Supervisors in the absence of the County Executive Officer.

Exercises direct supervision over management, professional, technical, and clerical staff.


EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • In the absence of the County Executive Officer, to assume the responsibility of the Executive Officer as needed. 
  • Assist the County Executive Officer in managing and directing the activities of County departments and in providing administrative and policy guidance to County department heads.
  • Review, interpret, develop, modify and implement County administrative policies and their application to specific situations in departments; and resolve conflicts involving multiple departments in matters/issues not addressed by existing County policies and procedures.
  • Develop and coordinate the County budget and fiscal policy, including communications to departments; review all budget recommendations contained within the proposed budget; and review expenditures/revenues during the year and general economic/fiscal trends.
  • Recommend and commit resources, including funding, staffing and facilities, for new and existing programs, particularly those arising outside the annual budget process and involving inter-department coordination.
  • Review and make recommendations, in coordination with County Personnel Department and Office of County Counsel, regarding personnel actions requiring approval of the County Executive Officer.
  • Administer the functions and activities of the Office of the County Executive, including management of the Internal Management Audits Division.
  • May serve as County Executive Office administrative analyst for selected complex or major departments.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Represent the County and Office of County Executive with the public and to other public agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. 
  • Research and prepare technical and administrative reports; prepare written correspondence.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Six years of increasingly responsible administrative experience in county government including two years of management responsibility.

Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in business or public administration, political science, government, management, or a related field.

Required License or Certificate:
May need to possess a valid driver’s license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

  • Assist in the planning, direction, and control of the administration and operation of departments headed by appointees of the County Executive Officer.
  • Provide administrative and policy guidance to County department heads.
  • Develop and implement policies and procedures having Countywide application; develop and implement policies and procedures for the various divisions of the County Executive Office.
  • Gain cooperation through discussion and persuasion.
  • Successfully develop, control, and administer the County budget and expenditures, including the various budgets of the County Executive Office.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Interpret and apply County policies, procedures, rules, and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Supervise, train, and evaluate assigned personnel.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Establish and maintain effective working relationships with those contacted in the course of work.

MISCELLANEOUS INFORMATION

Length of Probation: 
This classification serves at the pleasure of the Appointing Authority and has no specific term and no right to continuous employment.
