POSITION INFORMATION

The Placer County Human Resources Department (Learning and Development Division) is currently accepting applications for Training/Organization Development Analyst - II. This position is responsible for applying excellent learning professional best practices to instructional design, eLearning, and key organizational development initiatives. The ideal candidate will have experience creating and managing employee learning and development programs to increase overall organizational effectiveness. Reporting to the Senior Training and Organizational Development Analyst, this position will exercise independent judgment in design, development, implementation, and evaluation of learning programs. In collaboration with the HR Learning & Development team and key department staff, this position will lead and support employee engagement initiatives, wellness, organizational development efforts, and program effectiveness.

DEFINITION

Under general direction, to assist in planning, organizing, developing, designing, coordinating, and presenting County-wide and departmental specific training programs; to facilitate/mediate workplace disputes/issues in the County in an effort to resolve issues, complaints, or disputes; to assist with the development and implementation of County-wide staff development and organizational programs; to act in as a productive and positive team member.

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Training and Organizational Development Analyst series.  This class is distinguished from the Training and Organizational Development Analyst I by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Training and Development Manager and may receive technical and functional supervision from professional staff.
 
May exercise direct supervision over technical and clerical staff and may provide technical and functional supervision over professional staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited, to the following:

  • Participate as a cooperative and positive member of the Training and Organizational Development Team; participate in strategic planning, analysis, and policy development.
  • Plan, design, develop, and implement County-wide and specialized training programs to support the County’s and departmental goals, objectives, and philosophy; assign work activities and projects.
  • Plan and coordinate training activities; schedule classes; participate in the development of classes, handbooks, manuals, course outlines, and other material.
  • Participate in planning, designing, and implementing the training/educational components of County-wide programs or projects such as Employee Recognition Programs; lead project teams; identify training needs and objectives; implement training/educational activities; participate in monitoring and evaluating results of the effort.
  • Research, analyze, and evaluate the County’s training and development programs and plans as related to current practices, legislation, and fulfillment of organizational needs; consult with County departments regarding needs, collect, and analyze data, and identify potential solutions.
  • Assist in the administration of the County’s Tuition Reimbursement Program; screen courses to assure eligibility in the program per policy; participate in community consortiums and organizations; network in an effort to identify valid educational opportunities in the community; develop and implement effective internal marketing methods.
  • Provide career counseling activities for employees of the County; give guidance and advice to employees about course and curriculum content choices in relation to job relevance, career development, and upward mobility.
  • Provide organizational development consulting services such as team building, goal setting, conflict mediation, and strategic and program planning methods and techniques.
  • Assist departments in the assessment of staff training and learning needs, research and evaluate external learning resources, develop appropriate training curriculum, and provide instruction to all levels of the organization.
  • Provide pre- and post- training assessment through focus groups, surveys, and individual interviews; provide recommendations based on data collected.
  • Facilitate and mediate group meetings as directed and per requests; facilitate cooperation and communication among County departments, as well as between individuals and Departments; make recommendations on conflict resolution solutions. 
  • Build and maintain positive working relationships with co-workers, other County employees and managers, and the community utilizing accepted principles of effective customer service.
  • Maintain awareness of and participation in external professional environment and resources to ensure the highest level of professional standards are applied to service delivery within the County’s Human Resources Department.
  • Represent the County of Placer and its Training and Organizational Development Division to the public and to other agencies in a positive and productive manner. 
  • Serve as a positive and effective member of a peer group. 
  • Perform related and higher level duties in a training capacity and as required.
  • Serve as a positive and motivational team leader as well as a positive and effective member of a peer group. 
  • Perform related duties as required.

MINIMUM QUALIFICATIONS

Experience and Training: Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be: 

Experience:
Two years of responsible analytical experience performing duties similar to a Training and Organizational Development Analyst I in assigned program area with Placer County.

Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, communications, education or a related field.

License or Certificate: May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Pertinent local, state, and federal laws, guidelines, and regulations.
  • Principles and practices of adult learning theories, training and development, and training design and their successful application within the workplace environment.
  • Modern office procedures, methods, and computer equipment and related spreadsheet, word processing, and presentation applications.
  • Principles and practices of research and analysis.
  • Principles and practices of communication processes, group dynamics, meeting facilitation, mediation, and conflict resolution.
  • Basic organizational development theories and practice.
  • Local, state, and federal laws, rules, regulations, and statutes relevant to assigned duties.
  • Methods of statistical research and presentation.
  • Standard and accepted assessment tools and processes utilized in evaluating the validity of training programs/classes.
  • Principles and practices of leadership, motivation, team building, and conflict resolution.

Ability to:

  • On a continuous basis, know and understand all aspects of assigned job; intermittently analyze work papers, reports and special projects; explain and interpret policies and programs; know laws, regulations and codes; observe performance and evaluate staff; problem solve divisional issues.
  • On a continuous basis, sit at desk and in meetings for long periods of time.  Intermittently twist to reach equipment-surrounding desk; perform simple grasping and fine manipulation; use telephone and communicate through written means.
  • Stand for long periods of time in classroom; use of repetitive arm-hand movements to write on board or when utilizing a computer terminal to produce materials; lift moderate weight such as when arranging supplies on shelves, moving equipment and material from a supply area to a vehicle, arranging tables and chairs and setting up audio-visual equipment.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Communicate clearly and concisely, both orally and in writing.
  • Function as a productive and positive team member.
  • Apply standard and accepted management practices to solve sensitive issues.
  • Independently read, analyze, evaluate, and summarize written materials and statistical data.
  • Independently analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Independently prepare technical written materials and apply statistical formulae.
  • Independently interpret and apply pertinent local, state, and federal laws and regulations, including Civil Service rules.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph) and/or be bonded. Additionally, positions in law enforcement classifications, and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.
