INTERDEPARTMENT TRANSFER/VOLUNTARY DEMOTION (PLACER COUNTY EMPLOYEES ONLY)

This section applies to permanent or probationary Placer County employees who want to complete an application for an Interdepartment Transfer or Voluntary Demotion (per Placer County Code Chapter 3, sections 3.08.370, 3.08.380, and 3.08.400).

The Human Resources Department maintains lists of Placer County employees who are eligible for transfer. When a department requests an employment list for a job class, the names and applications of employees on the transfer list are sent to the department, along with candidates from an active open/promotional eligible list.

Interdepartment Transfer Eligibility Criteria

  1. You must be a permanent or probationary Placer County employee.
  2. You may transfer to the same classification you currently hold, or it can be a different classification in the same or a different department. The top step salary of a different classification must be within 5% (higher or lower) of the top step salary of your present classification.
  3. You must meet the minimum qualifications of the new classification.

Usually there is no change of benefits for employees; however, some loss or gain of benefits can occur in various situations. Please contact the Human Resources Department if you have any questions.

Voluntary Demotion Eligibility Criteria

  1. You must be a permanent or probationary Placer County employee.
  2. You may voluntarily demote to a different classification in the same or a different department. The top step salary of the classification must be at least 5% less than the top step salary of your present classification.
  3. You must meet the minimum qualifications of the new classification.

Interdepartment Transfer/Voluntary Demotion Process

An application is required in order for you to be placed on a Transfer/Voluntary Demotion list. Human Resources will review your application material for eligibility, and you will be notified of your status.

If you qualify, your application will be placed on a Transfer/Voluntary Demotion list for one year. You will be referred to departments as vacancies occur, as long as you continue to be eligible. Please note, you will not be notified when the one year period is up and must reapply to be considered for future vacancies.

REINSTATEMENT

This section applies if you held a previous, permanent position in Placer County and resigned in good standing or accepted a voluntary demotion in good standing in the past 5 years. To be considered for reinstatement to a permanent or extra-help position, you must complete an application to be placed on the Reinstatement Eligible list for a classification previously held or a comparable or lower class with equivalent minimum qualifications (per Placer County Code Chapter 3, section 3.08.720).

The Reinstatement Eligible list may be considered by the appointing authority in addition to the Open Eligible list, but cannot take precedence over a Re-employment or Promotional Eligible list.

PERS retired annuitants are subject to provisions of Government Code 21224 for reinstatement from retirement and Government Code 31680.3, which limits the number of work hours in a fiscal year.

Eligible applicants granted reinstatement are subject to the provisions of Placer County Code Chapter 3, section 3.08.1150.

Reinstatement Eligibility Criteria

  1. You were a permanent Placer County employee who resigned from county employment in good standing and with a good record within the last 5 years; or
  2. You are current Placer County employee who accepted a voluntary demotion in good standing and with a good record within the last 5 years.

Reinstatement Process

An application is required in order for you to be placed on a Reinstatement Eligible list. Human Resources will review your Reinstatement application material for eligibility, and you will be notified of your status.

If you qualify, your application will be placed on a Reinstatement Eligible list for 5 years from the date of resignation or voluntary demotion. You will be referred to departments as vacancies occur, as long as you continue to be eligible. Please note, you will not be notified when the 5 year period is up and must reapply to be considered for future vacancies.
