Distinguishing Characteristics
Typical Tasks
- Develops and reviews requests for services from county staff and the general public and makes recommendations on how to proceed with projects.
- Works with clients to understand mapping requests in order to produce cartographic products.
- Uses GIS software to analyze geospatial data, validate conclusions and make recommendations.
- Researches and compiles data from various sources, including land survey records, parcel and subdivision maps, thematic mapping, and topographic maps.
- Maintains the County+s GIS data and aligns parcel based layers to changes in parcel configurations.
- Supplies users with GIS software and installs software and upgrades.
- Diagnoses GIS related software and hardware problems, and corrects if possible.
- Develops and documents procedures that support the maintenance of the County's GIS data.
- Meets with the public and provides information on GIS services.
- Maintains the County+s map gallery and data download site.
- Performs other related duties as assigned
Employment Standards
Working knowledge of:
- GIS software concepts and terminology.
- Principles and practices of geospatial data creation, conversion, maintenance, and manipulation.
- Geospatial data sources, metadata documentation standards, and data sharing policies.
- Cartographic principles, including map design and production.
- Geospatial analysis techniques, including geo-processing, statistical tools and raster processing.
Some knowledge of:
- Principles and techniques of GIS database design and data models.
- Operational characteristics and capabilities of relational database management systems.
- Methods and techniques used in the installation, troubleshooting and maintenance of software applications.
- The basic principles of surveying, GPS, photogrammetry, remote sensing, and land use planning.
- The basic principles of operating systems, hardware configurations, and software.
- Basic networking concepts.
Ability to:
- Provide training and technical assistance to county GIS users in the use of GIS software for mapping and analysis.
- Perform spatial analysis using GIS software.
- Prepare high quality cartographic maps based on customer requests.? Maintain plotters and other peripheral devices.
- Install, troubleshoot, and upgrade GIS applications and detect, isolate and resolve GIS application problems.
- Prepare clear and concise documentation, user procedures, reports of work performed, and other written materials.
- Make sound independent decisions within established guidelines.
- Plan and organize work and complete projects efficiently.
- Learn new software applications.
- Provide good customer service.
- Work cooperatively and effectively with other staff members, customers and vendors/contractors.
- Communicate effectively, both orally and in writing.
Education and Experience:
Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Completion of at least two courses in a GIS programming language in use in Santa Cruz County.
OR
One year of applications programming experience in GIS.
OR
Two years of experience in computer mapping or GIS data creation.
SPECIAL REQUIREMENTS:
Background Investigation: Some positions may require fingerprinting and/or background investigation.
Other Special Requirements: Availability to work irregular hours, which may include evenings, nights, weekends and holidays.
