Definition

Under direction, to manage information technology operations and projects for multiple functional areas in a County department or for a countywide functional area, including operational and strategic planning, resource allocation, budgeting, and staffing; and to do other work as required.

Distinguishing Characteristics

Incumbents are typically responsible for multiple IT functions within a County department or for a countywide functional area. Incumbents establish the priority of IT projects within the department or functional area(s) and often develop solutions to complex technical problems independently. This class differs from the IT Manager I class in that the latter is typically responsible for a single IT function in a County department. It differs from the IT Manager III class in that the latter is typically responsible for multiple IT functional areas either countywide or in large departments with a large IT staff (typically twelve or more). Errors may affect a large number of people within the department and/or County.

Typical Tasks

TYPICAL TASKS  

  • Manages multiple departmental IT functions or some countywide functional area, supervising staff and/or assigned supervisors or subordinate managers directly. Mentors and fosters professional development of staff.
  • Develops and leads the implementation of strategic and operational plans, policies, and procedures for multiple IT functions.
  • Works to leverage resources, systems and services to eliminate redundancy and increase efficiency.
  • Develops alternate project plans, problem resolutions, and project budgets based on customers’ needs and financial and/or staff constraints.
  • Manages timelines and resource allocations for multiple projects.
  • Makes formal recommendations regarding tools, techniques, and methodologies.
  • Develops, prepares and monitors program budget.
  • Spends part of their time as an individual contributor to the department or function.
  • Performs other related duties as required.

  • Current principles, practices, methods and tools used in overseeing the design, development, support and/or implementation of software and hardware solutions, systems, or products in the functional areas of the assignment.
  • Principles and methods used in hardware and software acquisition and integration.

  • Methods and techniques of problem-solving in the functional areas of the assignment.

  • Set standards of performance tied to organizational goals to control, develop and enhance productivity of staff.
  • Coordinate and work with external entities.
  • Integrate applicable local, State and Federal policies into County operations.
  • Report resource allocations and project staffing needs.
  • Develop and monitor program budgets.
  • Prepare clear and concise administrative and technical reports.
  • Define problem areas, collect and evaluate data, validate conclusions, and make recommendations.
  • Present and explain technical concepts to technical and non-technical staff.
  • Produce results in a timely and efficient manner for own work and work of direct reports.
  • Use good judgment and work with minimal direction.
  • Work cooperatively and effectively with other staff members, customers, vendors and contractors.
  • Communicate effectively, both orally and in writing.

Education and Experience:

Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Master’s degree from an accredited college or university in computer science, business or public administration or a related field and one year of IT management or IT supervisory experience.

OR

BA/BS from an accredited college or university in computer science, business or public administration or a related field and two years of IT management or IT supervisory experience.

OR

Four years of IT management or IT supervisory experience.

SPECIAL REQUIREMENTS:
Background Investigation: Some positions may require fingerprinting and/or background investigation.
License: Possession and maintenance of a California Class C Driver License.
Other Special Requirements: Availability to work irregular hours, which may include evenings, nights, weekends and holidays.
