Definition

Under direction, perform investigative work on the full range of cases within the jurisdiction of the District Attorney's Office; and perform related work as required.

Distinguishing Characteristics

District Attorney Inspector I is the entry level and trainee class. Work is of moderate difficulty and is performed in accordance with established policies and procedures under supervision. As incumbents gain experience, they receive more complex assignments with less supervision. After meeting P.O.S.T. requirements and gaining experience and demonstrating expertise in all areas of investigative work, trainees are eligible for promotion to District Attorney Inspector II, usually after two years.

District Attorney Inspector II is the journey level class. Incumbents perform the skilled investigative work in the more serious cases, the sensitive cases involving public office and the full range of cases in the District Attorney's Office. Incumbents may provide initial training and guidance to District Attorney Inspector I's.

Typical Tasks

Investigate known and suspected violations of law, suspicious or accidental death, misconduct of public office, dishonest or immoral practice, consumer fraud and fraudulent receipt of public assistance; locate and interview persons, take statements and evaluate evidence; coordinate the most important and difficult investigations in cases to be tried by the District Attorney; assist Deputy District Attorneys in preparation of cases for prosecution; file complaints, make arrests, prepare and serve search warrants and other legal papers; appear in court or at administrative hearings to testify as a witness; prepare detailed reports including synopsis of facts, dates, names, places, findings of arresting officer, statements of witnesses, victims and suspects and listing of evidence; develop contacts so that information may be obtained concerning crimes; maintain contact and work with investigators of Federal, State, and local law enforcement agencies; interview complainants, suspects, relatives and others involved in assigned cases; examine court, police, public and government records relating to investigations; review information obtained to recommend or advise against issuance of complaint; use special equipment such as sound interception machine, photography equipment and chemicals.

District Attorney Inspector II

Thorough knowledge of:

  • Laws of arrest, search and seizure, service of legal process and the legal rights of citizens.
  • Modern procedures and methods employed in crime detection and criminal investigations.
  • Rules of evidence and court procedures.

Working knowledge of:

  • Resources and techniques utilized by crime laboratories.
  • Sources of information used in locating persons.
  • Penal provisions of the Health and Safety Code, Welfare and Institutions Code and Business and Professional Code.

 

Ability to:

  • Abilities required of all positions, level I as entry and level II as journey-
  • Interpret and apply provision of laws applicable to investigations.
  • Obtain information and evidence by observation and interview, which would be legally admissible in court.
  • Carry out special and general assignments requiring an organization of material and development of procedures without direct supervision.
  • Analyze and evaluate statements of witnesses or suspected violators.
  • Speak and write effectively.
  • Follow oral and written instructions.
  • Maintain effective working relationships.
  • Analyze situations accurately.
  • Think and act quickly in emergencies and adopt effective courses of action.
  • Care for and use firearms.
  • Lift 50 pounds from floor level, such as boxes containing evidence.

Education and Experience:

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying unless otherwise specified. A typical way to obtain these knowledge and abilities would be:

District Attorney Inspector I: Two years of college course work in accounting, criminal justice, system analysis or related field and two years of experience in law enforcement or investigative work. Substitutions: Additional experience may be substituted for college coursework on a year for year basis, or one year of additional coursework may be substituted for one year of experience. OR

Possession of a bachelor's degree in accounting, business administration or administration of justice.

District Attorney Inspector II: Two years of experience in criminal investigation with a law enforcement agency. OR

Two years of experience as a District Attorney Inspector I.

Special Requirements/Conditions:

License/Certificate Requirement: Possession of a valid California class C driver license; level I--Basic Certificate issued by the California Commission on Peace Officer Standards and Training (P.O.S.T.) within one year from date of hire; level II--Basic Certificate issued by the California Commission on Peace Officer Standards and Training (P.O.S.T.) at time of hire; levels I and II--completion of specific P.O.S.T. requirements for investigators within one year of date of hire.

Background Investigation: Ability to pass a full background investigation.

Special Working Conditions: Possibility of exposure to: bodily injury; heights, such as roofs of buildings; areas containing free silica or asbestos dust; toxic fumes; offensive odors; explosives; electrical hazards; infections which may cause chronic disease or death; hostile and/or combative persons.

Other Special Requirements: Availability to work a flexible schedule, including evenings, weekends, holidays and on an emergency, as needed basis.
