Definition

Under administrative direction, in the Human Services Department, is responsible for planning, organizing, directing, coordinating and evaluating Workforce Development Board (WDB) activities.

Distinguishing Characteristics

This is a single position classification reporting to the Department Director and accountable to the Workforce Development Board for policy and statutory oversight consistent with the Workforce Investment and Opportunity Act (WIOA). This position will assist the Board in carrying out its functions as defined by the Workforce Investment and Opportunity Act: the development and revision of the local plan, selection of operators, selection of youth providers, identification of eligible providers of intensive and training services, oversight of youth activities, training activities and the one-stop delivery system, negotiation of local performance standards, and any other requirements of federal and state legislation, as well as county rules and regulations.

Typical Tasks

Develop strategies and policies on workforce development issues; work with WDB and subcommittees to develop performance goals for the local area and the negotiation of those goals with the State officials; manage the WDBs budget and implement expenditure authority, prepare and present budget recommendations and modifications for the entire WIOA allocations to the Board, develop measures of outcomes and financial performance and ensure federal and state requirements are met; collaborate with regional partners to develop regional workforce development policies; represent the WDB to the private sector and assist with the cultivation and recruitment of private sector decision makers for involvement in WDB activities; prepare proposals and seek alternative funding to support the programs, goals and objectives of the WDB; provide oversight, monitoring and evaluation of operators, service providers, training providers and other entities that become part of the One-Stop delivery system; provide staff support for all WDB board and council meetings and recruit and select all administrative staff who directly provide support to the WDB; links workforce development with economic development and may supervise economic development activities.

EMPLOYMENT STANDARDS

Knowledge:

• Thorough knowledge of the Workforce Investment and Opportunity Act, Job Training Partnership Act and Department of Labor funded programs;
• Thorough knowledge of the goals and objectives of workforce development, including the One-Stop Career Center system; • Working knowledge of the workforce development objectives of the CalWORKS program;
• Working knowledge of federal and state laws, rules and regulations as they pertain to workforce activities with other community or governmental partners;
• Working knowledge of the principles and practices of supervision, training and personnel management;
• Working knowledge of the principles and practices of public administration;
• Working knowledge of program planning, administration, coordination and evaluation;
• Working knowledge of budgeting and fiscal controls;
• Working knowledge of grant proposal writing and legislative processes related to developing funding sources;
• Some knowledge of local government organization and operations and of the inter-relationships between County, Federal and State government and community organizations;
• Some knowledge of community needs and public and private community resources;
• Some knowledge of current developments and trends in workforce development.

Ability to:

• Work effectively with departmental staff, elected and appointed officials, other government employees and community based organizations and the general public;
• Plan, direct and evaluate the work of staff;
• Manage complex multi-funded financial systems;
• Administer a performance and fiscal monitoring program of contractors;
• Understand, interpret and implement complex policies and federal and state regulations;
• Communicate effectively both verbally and in writing;
• Exercise initiative, ingenuity and sound judgement to solve difficult administrative issues;
• Evaluate programs;
• Train and orient staff;
• Develop, negotiate and monitor funding sources;
• Physically and mentally capable of performing the positions essential functions as summarized under the Typical Tasks section.

Training and Experience:

Any combination of training or experience which would provide the required knowledges and abilities is qualifying. A typical way to obtain these knowledges and abilities would be:

• Two years of responsible administrative or management experience which would demonstrate application or possession of the required knowledges and abilities listed above.
• A Master’s Degree in Business or Public Administration, Social Services or Social Work, or closely related field, may be substituted for one year of the required experience.

SPECIAL REQUIREMENTS

• Possession of a valid California Class C Driver License or the employee must be able to provide suitable transportation which is approved by the appointing authority.
