Definition
Under direction, to supervise, coordinate, and participate in the work of a mental health program unit and assist in the development, implementation and administration of assigned programs/projects; perform psychological diagnostic, counseling and consulting services in support of the Mental Health Services clinical treatment and therapy programs; and to do other work as required.
Distinguishing Characteristics
Incumbents in this job class function may supervise and evaluate the work of professional employees and assist in managing and directing a program area while also providing advanced journey level professional services to clients. Incumbents function at an experienced journey level in the performance of advanced professional services, under the direction of a Mental Health Program Manager. Incumbents provide a high level of expertise in support of various program areas and provide direction and advice to other program staff in the area of clinical therapy and psychological treatment plans. This classification requires an advanced level of professional knowledge and skills in the areas of psychological testing, evaluation and therapy.
Typical Tasks
Supervise, train and evaluate professional and support staff in an assigned program area; assist in the management and administration of an assigned program area such as Access, children’s or adult services, geriatrics, or crisis intervention; participate in providing professional services of assigned program area in the case of high demand work load and/or providing necessary back up to staff to ensure maximum client support in a variety of settings including office and field; Selects, administers, scores and interprets a wide variety of objective and projective tests such as intelligence, personality, aptitude and achievement tests for the purposes of diagnosing and treating mentally ill and emotionally disturbed clients; conducts diagnostic clinical interviews with clients to assess and evaluate behavioral and emotional status and accompanying illness/problems; interviews relatives and other relevant individuals to collect and evaluate psychologically relevant background data and personal history; consults with medical personnel regarding organic findings related to clients' behavior disorders to ensure that any clinical treatment plan is consistent and compatible with accompanying drug treatment; prepares psychological reports presenting diagnostic and interview findings, clinical evaluations and plans for treatment and disposition; participates in staff conferences/meetings regarding individual cases under treatment and assists in planning further care, treatment and disposition; conducts a variety of psychotherapeutic services such as individual and group therapy, family and/or crisis intervention; consults with and advises other Agency staff members as well as outside agencies, organizations and community groups regarding mental illness/emotional distress and the appropriate psychological treatments available; participates in community planning for new or improved mental health services; refers clients to other agencies for supplemental/special services; participates in collaborative treatment teams with representatives of other agencies such as schools, social service, health and law enforcement agencies and acts as resource regarding mental illness/emotional distress and/or psychological training; directs, coordinates and/or participates in the training of staff, volunteers and others involved in client treatment/support; conducts and evaluates a variety of psychological research as assigned; may supervise interns and/or staff members participating in an approved licensing program.

Thorough knowledge of principles, theories, techniques and practices used in clinical and abnormal psychology, including projective techniques for the diagnosis and psychotherapy of mentally ill and emotionally disturbed clients;

Training and Experience:
Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be:
Possession of a doctorate degree in psychology from an accredited college or university and two (2) years in supervised professional experience under the direction of a licensed psychologist.
SPECIAL REQUIREMENTS:
Possession of Clinical Psychology license issued by the State of California.
OR
Possession of a license to practice clinical psychology from another State provided a license from the State of California is obtained within eighteen (18) months.
OTHER SPECIAL REQUIREMENTS: Availability to work a flexible schedule, including evenings, weekends, holidays and on an emergency, as needed basis, which may include 24 hour “on-call” availability. Physically and mentally capable of performing the position’s essential functions as summarized under the typical tasks section of this specification.
