Definition

Under general direction, plans, organizes and directs the Administrative Services Division and/or the Building Construction Division; acts as the Director in the absence of the General Services Director.

Distinguishing Characteristics

Deputy Director of General Services is the fully functional assistant department head level and is responsible for operations, management, and supervision of one or more divisions of the department.

Administrative Services Division:  This division is responsible for administration and operations of all department-wide functions and including the following organizational units:  fiscal, budget, communications, County Emergency Services, including the County Fire Department, energy programs, purchasing, fleet services, parking services, and records/warehouse programs.

Building Construction Division:  This division is responsible for the following organizational units:  County facility management including custodial, building maintenance, and repair, plant acquisition and facility remodel and capital construction projects.    

Typical Tasks

Administrative Services

  • Oversee the maintenance of division fiscal records and budgetary controls;
  • Interpret administrative, personnel and departmental policies for department wide effectuation; 
  • Coordinate and direct through subordinate managers/supervisors the work of staff engaged in managing county-wide communications, planning and administering a coordinated emergency management and fire prevention and protection program throughout the County;
  • Purchasing, fleet, parking services, and records/warehouse programs;
  • Oversee the development of data processing and management information systems for emergency services and County fire;
  • Direct the preparation of departmental operating and procedures manuals;
  • Assist in the analysis and evaluation of the effectiveness of existing departmental operations and in the implementation of improvements in departmental services;
  • Confer with other County officials, departments and agencies to coordinate departmental programs, activities and services;
  • Review legislation to determine impact on departmental programs; identify and evaluate alternatives or expanded revenue sources, including securing matching federal funds and other grant funding as available.

Building Construction

  • Plan, organize and direct the operations of building structure, custodial services and mechanical equipment maintenance, repair and improvements, project management for major facilities remodeling and capital construction projects;
  • Develop specifications for bidding purposes;
  • Negotiate and prepare agreements for services from architects, engineers, consultants and contractors;
  • Work with departmental representatives and officials to determine scheduling and the nature of building alternations and repairs;
  • Develop and implement asset management system for major maintenance of County facilities; 
  • Assist in creation of capital improvement plan including planning, budgeting, and implementation. 
  • Locate and acquire surplus property;
  • Coordinate the work of private contractors engaged in alternations or repair of buildings;
  • Develop long range plans for major County improvements and maintenance projects;
  • Prepare periodic progress and other reports.

Administrative Services & Building Construction

  • Review program funding needs and formulate, prepare, and participate in the presentations of the departmental reports and budgets to the Board of Supervisors;
  • Develop a system to allocate space, review existing space utilization, and prioritization of requests from departments;
  • Select, direct, train and evaluate subordinate management and supervisory staff;
  • Interpret administrative, personnel and departmental policies to subordinates, deal with difficult personnel problems;
  • Prepare reports and correspondence concerning projects, services, contracts and operations for the Board of Supervisors, County Administrative Office and other agencies;
  • Attend meetings and conferences.

  • Assist in planning, directing, coordinating and organizing the work of staff engaged in diverse technical and complex administrative activities.
  • Interpret and evaluate departmental policy and program practices, define problem areas, plan, coordinate and initiate action to implement policy decisions and practices to improve departmental operations.
  • Analyze emergency situations accurately and adopt an effective course of action as related to facility operations.
  • Select, train, supervise and evaluate the work of subordinate supervisors.
  • Coordinate departmental and divisional activities with other departments and agencies.
  • Establish and maintain effective working relationships with governmental officials, department staff and others contacted in the course of work.
  • Exercise initiative, ingenuity, and sound judgment in solving difficult administrative, budgetary, personnel and technical problems.
  • Prepare and present clear, comprehensive and concise oral and written reports.

Education and Experience:

Any combination of education and experience which would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

Administrative Services

Equivalent to graduation from college with a major in business administration, public administration, management, or other related field, and four (4) years of progressively responsible experience in a private or governmental agency with responsibilities in administration or financial analysis, including: systems, procedures, and program evaluation.

A master’s degree is desirable and may be substituted for one (1) year of experience.

Building Construction

Equivalent to graduation from college with a major in architecture, engineering, or other related field and four (4) years of progressively responsible experience in a private or governmental agency with responsibilities in building construction or facilities maintenance.

A Certified Construction Manager certificate is desirable.

Special Requirements/Conditions:

  • License: Possess and maintain valid California Class C driver license or provide suitable transportation which is approved by the appointing authority.
  • Mentally and physically capable of performing the classification's essential functions as summarized in the typical tasks section of this job specification.
