Definition
Under direction, to provide technical support and advanced training in the use of departmental computer systems and equipment; to supervise lower level analysts and support staff; to analyze moderately complex business problems and develop office automation applications; to perform office automation and command language programming tasks; to develop, modify and maintain system application environments and interfaces; and to do other work as required.
Positions involved with the Geographic Information System (GIS) in the Planning Department work under general direction to provide advanced technical support and training in the use of departmental computer systems and equipment related to GIS; may supervise lower level analysts and support staff; analyze moderately complex GIS problems and develop office automation for GIS applications; use various data sets for analytical purposes; perform command language programming tasks; develop, modify and maintain GIS system application environments and interfaces; and to do other work as required.
Distinguishing Characteristics
This is the advanced journey level in the Departmental Information Systems classification series. This class series is used by operating departments and incumbents serve as generalists in working with the hardware, software and information systems used by the department in which they are assigned. The Senior Departmental Information Systems Analyst is responsible for planning and supervising the work of lower level analysts and support staff. In addition to the supervisory responsibility, this class is distinguished from the lower level classification of Departmental Information Systems Analyst by a greater degree of independence; the responsibility for analyses and development of automated solutions for business problems of greater complexity; and responsibility for developing interfaces for computer applications or environments.
Positions involved with the Geographic Information System (GIS) in the Planning Department serve as a GIS specialist, working with the hardware, software and information systems related to GIS. The Senior Departmental Information Systems Analyst may be responsible for planning and supervising the work of lower level analysts and support staff. In addition to the possible supervisory responsibility, this class is distinguished from the lower level classification of Departmental Information Systems Analyst by a greater degree of independence; the responsibility for analyses and development of automated solutions to GIS problems of greater complexity; and responsibility for developing interfaces for GIS computer applications or environments.
Typical Tasks
Develop, implement and evaluate training in the use of a variety of different software systems for departmental computer users and trainers; supervise, train and evaluate subordinate staff; consult with department management and other staff on systems needs and objectives; participate in planning, implementing and evaluating departmental automation projects, including activities such as establishing timelines and priorities, developing facility and wiring plans, and taking into account changes in Federal Rules and Regulations; assign automation projects and tasks to lower level analysts, and monitor progress and results; analyze information processing procedures and recommend appropriate information systems applications and hardware; plan and develop interfaces within and between applications, including network and hardware controls; develop custom office automation applications; write and document procedures to modify or control software; plan and develop interface systems between a variety of hardware and department applications; consult with vendors and/or the Information Services Department for technical support; answer user's questions and provides one-on-one instruction; read and interpret technical documentation; develop, standardize and oversee user and technical manuals; plan and develop interface systems between a variety of hardware and office automation software; establish and maintain security systems for the physical plant, hardware and data security, including establishing network user accounts and determining appropriate resource access; test and evaluate new and enhanced hardware and software products and makes recommendations for purchases; prepare narrative and computer-generated reports for department managers and staff; oversee hardware and software product configuration and installation; provide back-up support and technical assistance in tracing, identifying and resolving system and equipment problems; coordinate inter-systems configuration and development with the Information Services Department and with non-county computer systems; may prepare unit budget and review all departmental computer related fixed asset and leased equipment budget items; may act as a departmental liaison with the Information Services Department.

Training and Experience:
Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:
Equivalent to graduation from college or completion of college level courses in systems analysis, computer science, office automation, information processing, data processing or a closely related field and two years of experience in the analysis, development and implementation of automated office systems,

Three years of experience performing both technical support and training in the use of a wide variety of computer hardware and software for automated office systems which included modifying, reprogramming or interfacing office automation software or application environments.
GIS Related Positions:
Equivalent to graduation from college or completion of college level courses in GIS, systems analysis, computer science, office automation, information processing, data processing or a closely related field and two years of experience in the analysis, development and implementation of automated systems related to GIS.
OR
Three years of experience performing both technical support and training in the use of a wide variety of computer hardware and software for GIS systems which included modifying, reprogramming or interfacing GIS software or application environment.
