CLASS 7205 CHIEF STATIONARY ENGINEER
Under general direction of the 7120 Buildings and Grounds Maintenance Superintendent or other appropriate designated department administrator, the Chief Stationary Engineer is a second-level supervisor responsible for the safe and efficient operation and maintenance of plant machinery and equipment as part of a large complex installation. These facilities are located within the San Francisco Unified School and Community College Districts, Department of Public Health, Recreation and Parks Department, War Memorial & Performing Arts Center, Academy of Sciences, San Francisco International Airport, San Francisco Municipal Transportation Agency, Juvenile Court, Port Commission, Public Utilities Commission and other City departments.
The essential functions of this job code include:
Supervising staff involved in the safe operation, maintenance and repair of all facility machinery, equipment and transmission systems;
Planning, assigning, directing and evaluating the activities of subordinate personnel;
Developing, directing and reviewing preventive or predictive maintenance programs for all plant equ9ipment and systems;
Coordinating and implementing health and safety compliance;
Coordinating and inspecting major maintenance and repairs to meet regulatory requirements;
Preparing written performance specifications and estimates for equipment and supplies;
Requisitioning materials, supplies and parts;
Assisting management in preparing the annual budget;
Communicating with departmental personnel, regulatory agencies, vendors, organizations and the general public; and
Performing related duties as required.
NOTE: Experience with computerized systems, including energy-management systems, will be required for most positions.
Nature of Work may include: responding to emergencies at night, on weekends and on holidays; some dirty and disagreeable work; and physical effort, such as, but not limited to, climbing ladders to inspect projects and confined space entry including the tight crawl spaces.
Six (6) years of journey level Stationary Engineer experience in the maintenance repair and operation of a wide variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery and equipment found in a government establishment, water treatment plant, hospital, or industrial, production or commercial building, of which two (2) years of must have been in a supervisory capacity; AND
License and Certification:
A driver's license issued by the State of California Department of Motor Vehicles; AND
Possession of a Universal Chlorofluorocarbon (CFC) Certificate issued by the Federal Environmental Protection Agency for working with heating and ventilating equipment or other refrigeration equipment using CFCs and HCFCs.
- Some positions require two (2) years of experience in the operations and maintenance of high pressure steam boilers.
- Some positions require working knowledge of underground storage tanks (UST) and above ground tanks (AGT) and may be required to obtain a license for both systems.
- Some positions require working knowledge of vertical transport and people-moving systems.
- Possession of other experience, licenses or certificates may be required for some positions.
- One year full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40 hours work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Basic Supervisory Exam (Weight = 50%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.
This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification.
The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Written Examination (Weight = 50%)
Candidates will be tested to determine their relative knowledge, skills and abilities in job-related areas which may include but not be limited to: knowledge of operation requirements; knowledge of preventive maintenance and repair requirements; knowledge of safety practices and procedures; ability to coordinate various projects and activities; and written communication abilities. Candidates must achieve a passing score on the written performance examination in order to be ranked on the eligible list.
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
- Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
- Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.
