 This is a Position Based Test conducted in accordance with Civil Service Rule 111A.

Position Description:
Under general direction, serves as the top technical authority for one or more related specialties, or provides technical leadership and direction and assumes technical responsibility for the completion of major projects; performs or oversees all or most of the systems development life cycle and ongoing administration functions, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, project planning and management, system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment and administration; directs and participates in complex studies. The individual will be responsible for and participate in projects such as: Street Sweeper Routing and Optimization; DPW’s Tree Inventory management; Graffiti Citations; CMMS as well as integrating with external system from 311, PUC, Recology, etc. This position will also communicate with various outside agencies and as well as the public and provide various data and reports.

Examples of Important and Essential Duties in:

  1. Manage complex systems; design, plan, and analyze new or existing systems for meeting users’ business needs by gathering requirements and other information, and recommend modifications or develop enhancements to systems
  2. Analyze procedures; develop conversion plans; manage ETL process for moving data from one system to another; monitor technical design in relation to system changes; maintain system documentation.
  3. Optimize system designs through review and analysis of user needs; customize systems through design and administration.
  4. Provide advice on the functionality of new programs and compatibility of modifications to ensure user needs are met.
  5. Coordinate system related activities with other departments for multi-departmental system projects like the 311, PUC and Recology.
  6. Oversee the Street Sweeper Routing and Optimization project. Manage the data and oversee the route modification using FleetRoute
  7. Install and enhance software; program, test, debug and install new/modified programs. Provide technical support for computer and applications; consult on the analysis of an application; troubleshoot system problems; implement solutions
  8. Performs feasibility/analysis, develop and implement enhancements; write/automate complex SQL based queries/reports; write detailed design specifications; conduct "walkthroughs" for proposed solutions to operations applications problems and business data needs.
  9. Coordinate and/or attend project team meetings and user meetings
  10. Performs related duties as required.

Nature of Work: Full-time, usually Monday through Friday, 8:00 am to 5:00 pm. However, this position will require applicant to be available to work weekends and holidays whenever necessary

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university in computer science, business administration, or a closely related field; AND

2. Five years of recent and verifiable experience with Microsoft VS.NET, Android Application development, MS SQL database, and GIS data and applications that includes business process re-engineering and full implementation using full system development life cycle. Two years of this experience must be senior level in supervising other IS Analysts or communicating expert knowledge of current and emerging techniques to a project team.

Substitution: Applicants may substitute additional qualifying experience for the required education. One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/ 45 quarter units.

Selection Procedures

Supplemental Questionnaire Evaluation: (Weight: 100%)
Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills, and/or abilities in job-related areas which may include, but not be limited to: knowledge of project management, application development, analytical ability, and written communication ability. All relevant experience, education and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process. Candidates will be placed on the eligible list in rank order according to their final scores.

CERTIFICATION RULE:
The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.

Conviction History

As part of the selection process an image of your fingerprints will be captured and sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) history will disqualify you as a candidate based on the specific requirements of the position to which you are applying.
