APPOINTMENT TYPE: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

ABOUT US:

The Office of Resilience and Capital Planning (ORCP) promotes the preservation and sustainability of San Francisco's public capital assets and the city's overall resilience to acute shocks and chronic stresses. Part of the Office of the City Administrator, ORCP oversees policies, programs, inter-agency initiatives, and financial strategies that increase the resilience of San Francisco's infrastructure and the communities it serves. ORCP is strongly committed to ensuring efficient and effective government services and supporting racial equity and inclusion in its decision-making processes and recommendations. The 1824 Earthquake Resilience Analyst plays a critical role in strategy development and program implementation.

POSITION DESCRIPTION:

There is a 72% chance of a major earthquake in San Francisco before 2042 and while much has been achieved to prepare for this event, there is still much work left to do. The Earthquake Resilience Analyst oversees and performs policy development and program administration for earthquake resilience including technical studies, analysis, and outreach. The position manages the Earthquake Safety Improvement Program (ESIP), Concrete Building Safety Program, Lifelines Council, and a number of tasks related to earthquake preparedness, response, and recovery.

Duties will include, but are not limited to, interpreting, coordinating, and carrying out resilience-related analyses with a particular emphasis on seismic safety; making regular contacts with other departmental personnel, outside organizations, and the general public in connection with the interpretation and explanation of priority resilience programs and projects; and preparing and presenting a wide variety of technical and administrative reports and records relating to earthquake resilience programs and projects.

ESSENTIAL FUNCTIONS:

1.  Administer San Francisco's Lifelines Council and track progress in implementing recommendations developed in the 2020 Lifelines Restoration Performance Project and other deliverables developed by the Council.  Lifelines are the systems and facilities that provide services vital to the function of the City's infrastructure such as communications, electric power, liquid fuel, natural gas, transportation, water, and wastewater. These systems are essential to the City's emergency response and recovery after a natural disaster. With representatives from public and private agencies, the Lifelines Council seeks to establish coordinated processes for lifelines restoration and recovery following a disaster. Related responsibilities include creating meeting agendas, ensuring quality of presentation materials, producing presentations as directed, preparing previews of meeting materials to executives and City stakeholders, tabletop exercise preparation, calendaring meetings, and ensuring prompt distribution of materials.

2.  Manage development of the Concrete Building Safety Program (CBSP) to identify, evaluate, and retrofit older concrete buildings vulnerable to collapse in earthquakes. This includes managing professional services for the CBSP and related activities.  Responsibilities include setting priorities and overseeing the completion of major deliverables, milestones, and deadlines; monitoring progress, reports, and quarterly billing; scheduling and convening interdepartmental agency meetings; and achieving stakeholder and community support and buy-in.  This position will also evaluate the associated equity benefits and burdens.

3.  Apply for and manage grants and other revenue sources to improve earthquake resilience in San Francisco.  San Francisco has received several hazard mitigation grants from FEMA that have come through ORCP for seismic retrofits and planning.

4.  Serve as technical lead for San Francisco’s Earthquake Safety Implementation Program (ESIP). ESIP oversees the implementation of the tasks identified in the Community Action Plan for Seismic Safety, the Hazards and Climate Resilience Plan, Tall Building Safety Study, and other key plans and studies.  Responsibilities include deliverable review and feedback, technical research, briefing and presentation preparation and delivery, and conducting legislative research and drafting policies, memos, and bulletins. Additional tasks may involve convening interdepartmental meetings guiding technical work and public communications and securing funding. 

5.  Represent the City Administrator and ORCP at the DBI Code Advisory Committee and Structural Subcommittee as well other City and advisory boards and commissions as needed.  

6.  Contribute technical expertise, guidance, content, and other duties to priority resilience-related programs as needed. These may include but are not limited to, updates of the City's Public Safety Element and other planning efforts, development of functional recovery standards and guidance for buildings, climate-change initiatives, and disaster recovery frameworks and planning.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

DESIRABLE QUALIFICATION:

Possession of a baccalaureate degree from an accredited college or university in engineering.
