Position Information:
The SFPUC Community Benefits division manages our community investments. Our programs span Workforce Development, Education, Art, Environmental Justice & Land Use, Neighborhood Partnerships and Small Business Opportunities. Under the supervision of the Director of the Community Benefits Division, this position will be responsible for the SFPUC’s Environmental Justice Program and specifically delivering on four mission-critical projects (1) implementing recommendations from Environmental Justice Analysis for the Biosolids Digester Facility Project, (2) developing an equity framework for SFPUC’s Power Enterprise, (3) expansion of the Environmental Justice Program across water, power and sewer operations including the development of an environmental justice training program for all staff, and (4) managing the SFPUC's urban agriculture program. Additionally, this position will manage one staff member (an Environmental Justice and Land Use Analyst) and will provide as-needed support to ensure SFPUC enterprises and bureaus integrate environmental justice principles into the agency’s core business operations, projects and programs.

 

External Affairs at the SFPUC is looking for an individual who can:

 

Implement recommendations from the Environmental Justice Analysis for the Biosolids Digester Facility Project : As part of the implementation of the first in the nation Environmental Justice policy for a water/wasterwater utility, the SFPUC produced a robust EJ analysis in June 2017 to study the existing conditions related to a broad selection of potential environmental justice indicators in the Bayview-Hunters Point community. The analysis also assessed the potential adverse or beneficial effects of the agency’s largest capital improvement project at the Southeast Treatment Plant, the Biosolids Digester Facilities Project (BDFP) and the agency’s ongoing Community Benefits Program. This analysis includes recommendations to reduce any potential adverse impacts from the SFPUC’s BDFP project and to increase beneficial community impacts through the Community Benefits Program. Develop Equity and Inclusion Framework for SFPUC Power Enterprise: SFPUC’s Power Enterprise is rolling-out San Francisco’s Community Choice Aggregation program, called CleanPowerSF. This program delivers electricity from clean energy sources to residential and business customers – affording ratepayers and opportunity to protect the environment from the comfort of their home. SFPUC wants to ensure marginalized and low-income communities are also able to fully participate and access the benefits of clean energy. Working closely with staff from the Power Enterprise and the Policy and Government Affairs team, the EJ/Land Use Manager will be responsible for participating in the Power Equity working group and developing a framework that will ensure CleanPowerSF delivers power with a strong emphasis on equity and inclusion.

Meaningfully expand the Environmental Justice Program across Water, Power and Sewer:  The SFPUC is proud to be the first public utility in the nation to have adopted a formal environmental justice policy (http://sfwater.org/modules/showdocument.aspx?documentid=3686). The SFPUC seeks to ensure that all staff know not only what environmental justice is, but also what it means for their day-to-day work at the SFPUC. Therefore, as part of the implementation of this unique EJ policy, the EJ & Land Use Program manager will be responsible for developing new implementation tools across all three business lines (water, power, sewer) and for developing appropriate staff trainings.

Scale the ‘Urban Agriculture Program’ from pilot to full-scale: Building upon successful local policies such as the Executive Directive on Healthy and Sustainable Food 09-03 San Francisco Urban Agriculture Ordinance, the SFPUC Commission passed a resolution in 2011 creating an Urban Agriculture Pilot program. This program sought to proactively develop urban agriculture projects as a secondary land use on SFPUC land and in a manner that promoted the agency’s goals of environmental justice and community benefits. SFPUC launched its Urban Agriculture Pilot in 2012 to assess program feasibility. With the successful completion of two pilot sites, the College Hill Learning Garden (http://www.sfwater.org/index.aspx?page=987) and Hummingbird Farm (https://sfwater.org/index.aspx?page=1202), the agency is seeking to transition from pilot to program stage, and to explore extending the Urban Agriculture initiative beyond San Francisco’s municipal/county boundaries.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR


2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.
