The purpose of this announcement is to fill a vacant position in this classification.




The San Francisco Municipal Transportation Agency (SFMTA) is the City and County of San Francisco department responsible for the management of all ground transportation in the city.  We serve San Francisco by creating transportation options that are constant, practical and everywhere; we connect people with their community to enhance the economy, environment and quality of life.


SFMTA is looking for an individual who has a passionate democratic vision for our streets and can lead the successful delivery of the Central Subway Project.



The Central Subway Project, a continuation of the Third Street Project, is to construct new light rail service from the Caltrain Depot at 4th and King Street to Chinatown. The construction scope includes three subway passenger stations, and on surface passenger station. The proposed 1.7 mile alignment is constructed beginning with a two block surface alignment portion from 4th and King Street and continuing with a subsurface alignment to Chinatown.  The project upon completion will vastly improve transportation to and from some of the City’s busiest, most densely populated areas.  


The Central Subway Project Director will be responsible for construction completion and start-up of the Central Subway Project to revenue service. Responsibilities include staff, consultant and contractor oversight, construction, contract administration, budget, and schedule adherence. In addition, the Project Director will be responsible for developing and reviewing the startup and testing schedule, coordinating with Operations for testing activities, providing oversight for startup and testing construction activities and assisting the Construction Management team in meeting the startup and testing deliverables. 


The Central Subway Project Director is also directly responsible, with assistance from a staff of engineers and construction team, for performing functions necessary to ensure the finish products as required by Federal Transportation Administration (FTA), City and County of San Francisco and other agencies who will be responsible for the certification of this work.  


The Central Subway Project Director will also oversee phase 3 of the T-Third project, assessing, planning, and developing the general feasibility of the possible options for the extension of Light Rail Transit (LRT) service from North Beach to the Fisherman’s Wharf area, utilizing existing information including current conditions, historical data, and new data collected for use on the project. The position will assist in developing staff involved in this phase of the project.


The Central Subway Project Director must have the ability to utilize best practices to ensure the successful delivery of the project; is a strategic thinker who understands how to accomplish goals within a complex environment; and is able to perform within agency values of transparency, accountability, excellence and empathy.


Nature of Work: Driving and/or extensive night or weekend work may be required.  This position has rotating schedule that requires working weekends and nights on an as-needed basis.  Additionally, working in confined spaces, stooping, squatting, crawling, climbing, travel and exposure to noise, fumes, and inclement weather is required on an as-needed basis.



1. Possession of a bachelor’s degree in engineering, architecture or planning plus ten (10) years of responsible engineering, architectural, or construction management experience; OR


2. Possession of a bachelor’s degree in another field, plus twelve (12) years of responsible experience in a field directly related to the project; OR


3. Fourteen (14) years engineering, architectural, or construction management experience in a field directly related to the project; OR


4. Valid California Registration as a Professional Engineer or Architect, plus six (6) years of project coordination experience or resident engineer experience.



• Ability to complete work efficiently, on schedule and within budget.

• Knowledge and experience in reviewing project schedule, identifying schedule constraints and elements that impact project delivery.

• Ability to identify solutions and strategize approaches to minimize impact to community project delivery.

• Excellent organizational and communication skills that are critical to obtaining approvals, and managing the budget, schedule, and multidisciplinary engineering, procurement, and construction teams.

• Understanding of engineering and/or project management principles, contract law, budgeting, negotiations, planning, supervising others, and experience making public presentations and constructively engaging with external stakeholders, such as neighborhood groups and merchants.

• Ability to work and coordinate with other divisions to meet project deadlines.

• Knowledge of startup and testing procedures and / or have worked on startup and testing projects.

• Knowledge and experience handling similar size and complexity of project involving challenging technical construction methods with complicated construction sequences in a heavily populated area.

• Knowledge and experience in tracking, monitoring, managing, negotiating, complicated contract claims and change orders.

• Knowledge and experience in construction laws and practices for Heavy Construction or Transportation Construction Industry.

Appointment Type: Permanent Exempt, Full Time – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.


Compensation: The normal annual salary range A is $165,698 to $211,458. Appointment above the maximum of the normal annual salary range B, $211,484 to $244,790, may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
