Introduction
SENIOR PROGRAM OFFICER – CLEAN POWER SF
The City and County of San Francisco is looking for an energetic, engaging, and self-motivated individual with a passion for clean, renewable energy. This individual will serve as a Senior Program Officer charged with monitoring the implementation of Clean Power SF, which will provide a reliable, affordable and renewable energy supply for San Francisco ratepayers.
APPOINTMENT TYPE
Permanent Exempt: The LAFCO Senior Program Officer position is exempt from Civil Service Rules and serves at the pleasure of the appointing body. This is a limited term position with a maximum of three (3) years duration.
BACKGROUND
California cities and counties can combine their citizens' purchasing power to buy electricity, reducing consumer costs and enhancing local control and consumer protections.
In 2007, San Francisco adopted an energy blueprint with the specific goal of increasing the City's use of clean, renewable power. Clean Power SF will use voter-approved bonds to finance solar, wind and energy efficiency programs for San Francisco's residential and commercial customers, providing more than half of San Francisco’s power needs with a clean, renewable energy supply.
In 2009, the plan for Clean Power SF will proceed with public outreach and education, market research and further technical refinement, all through public hearings. The plan will be formally submitted to the California Public Utilities Commission (CPUC) for certification in 2010. Once certified, Clean Power SF will begin offering reliable, renewable, affordable power to every San Francisco resident and business.
CLEAN POWER SF GOALS
- Provide at least 50% of Clean Power SF's energy from renewable resources and energy efficiency within ten years.
- Ensure stable rates for reliable electricity.
- Provide for greater local control of your electricity supply.
- Improve consumer protection and consumer choice.
PRINCIPAL JOB DUTIES
Under the direction of the Executive Officer of the San Francisco Local Agency Formation Commission (LAFCO), the Senior Program Officer will monitor the San Francisco Public Utilities Commission’s (SFPUC) implementation of Clean Power SF and will provide advice to LAFCO Commissioners. The principal job duties of the Senior Program Officer include:
- Monitoring SFPUC operations to ensure compliance with policy directives, laws, regulations and contractual constraints on behalf of LAFCO.
- Providing technical advice and direction, solving problems, negotiating and administering contracts for LAFCO, monitoring SFPUC compliance and advocating for LAFCO.
- Serving as liaison between the LAFCO Executive Officer and legislative lobbyists, legislators, legislative aides and governmental staff at local, state and federal levels; reviewing proposed legislation that could impact Clean Power SF.
- Monitoring pending legislation and administrative regulations that affect the implementation of Clean Power SF.
- Initiating, researching, and preparing legislation that serves LAFCO's interests regarding Clean Power SF implementation.
- Assisting in the formulation and communication of LAFCO's position on Clean Power SF implementation; conferring with the City Attorney and the Mayor's Office as needed.
- Directing the planning, development, and implementation of an aggressive and proactive community relations/public information program, including community outreach and consultation.
- Working relationships are diverse and include contacts with high-level positions in regulatory agencies and utility companies as well as with City policymakers and SFPUC senior management and technical staff.
- Possible supervision of classification 9770 - Community Development Assistant (Administrative Assistant/Community Liaison).
- Other duties and responsibilities as required and assigned, not necessarily limited to Clean Power SF.
QUALIFICATIONS
- Completion of a four-year college or university with a Baccalaureate Degree with major course work in a field relevant to community development or four years equivalent qualifying experience.
- Five years of progressively responsible experience in community development activities: program administration or project implementation or an equivalent combination of education and experience.
SUBSTITUTION
- Additional qualifying experience may be substituted for the degree requirements on a year-for-year basis.
KNOWLEDGE, ABILITIES AND SKILLS
- Thorough knowledge of the principles, practices, purpose and scope of community development programs and the applicable Federal, State and local rules and regulations.
- Experience in local municipal government and utility regulators.
- A keen understanding of policy & procedure.
- Ability and skills to synthesize complex information and recommend a range of creative options.
- Understand financial and technical reports and translate these reports for policy makers and the public.
- Plan, organize, initiate, direct and review work of subordinates.
- Apply principles to define problems, collect data, establish facts and draw valid conclusions.
- Ability to write clear and concise reports, recommendations and correspondence.
- Deal effectively with representatives of governmental and community organizations.
- Strong public speaking skills.
