The 1093 NOC Administrator III will report to the Network Operations Center Shift Supervisor and Support Supervisor of the Operations & Infrastructure Division.  This position will provide support to new WiFi Networks and Network Operations Center (NOC). This position will be responsible for monitoring all WiFi networks and server systems throughout San Francisco and Disaster Recovery locations. The 1093 NOC Administrator III will perform these tasks using various standard network management tools, internal ticketing systems, and monitoring consoles. The 1093 NOC Administrator III also serves as a coordination point for communications between internal and external customers, engineering teams and other operations teams during events which affect the site. The 1093 IS Administrator III will be required to repair up to 80% of all level 1 issues. 


The essential functions of this position includes:

  • WiFi Networks/ and Network systems monitoring
  • Network/systems monitoring over various platforms and technologies, WAN, data circuits and all of its resources.
  • Incident response.
  • Communications management.
  • Reporting.
  • Analyze NOC personnel problems, perform troubleshooting, communicate with IS Engineers and other NOC staff, and track problems through resolution.
  • Escalate issues in a hierarchic manner to ensure time frames are monitored with a goal of speedy remediation.
  • Assist in basic troubleshooting, configuration, recovery and replacement of network routers and switches.
  • Coordinate and resolve network layer 1 and 2 issues and Internet Access provider.
  • Perform Help Desk functions including call taking, tracking, problem analysis, first and second level problem resolution, coordination and escalation.
  • Provide strong customer service and facilitate communications between technical teams and clients.
  • May be expected to provide supervision to subordinate of 1092 NOC Administrator II.
  • Rotational shift and off-hour support to ensure rapid recovery from software or hardware issues with mission critical systems and networks.
  • Operate z10 IBM Mainframe.
  • Provide technical assistance to users.
  • Provide tape management functions for IBM TS3500 Tapes Storage system, which includes vaulting of data media to off-site protection location.
  • Assist IS Supervisor Support Administrator on varies NOC issue plans.
  • Assist Operation/Network Supervisor on maintaining personnel scheduling.
  • Supervises and evaluate staff performance.
  • Perform other related duties and responsibilities as requested. 



Nature of Work: 

Includes rotational shifts and working weekends as scheduled.  Candidate must be willing to work a 40-hour work weeks as determined by the department.  Work may require occasional travel within the City, and work in other City sites.  Candidate must also be able to lift up to 50 lbs and properly transport computer and peripheral equipment.





1.    Possession of a baccalaureate degree from an accredited college or university, preferably in computer science, information systems, data processing, or a closely related field; AND

2.    Three (3) years recent experience in IT customer support monitoring WiFi networks and server systems platforms.



Substitution:  Applicants may substitute additional qualifying experience for the required education.  One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/ 45 quarter units.

  • Strong Customer Service focus and experience in facilitating communication between project teams and clients.
  • Knowledge with SolarWinds Monitoring System.
  • Knowledge on IBM z10 Mainframe with multiple LPARS under OS/MVS/JES2/VTAM and associated network to support mission critical application and securing data.
  • Knowledge with CA Scheduler functions for batch production job schedules
  • Knowledge with Microsoft Office 2010 or higher.
  • Knowledge with Helpdesk functions and tasks.
  • Knowledge with Ticket systems (HP Openview, Zendesk, TrackIT, ServiceNow)
  • Strong oral and written communication experience; adept at communicating with all levels of technical and non-technical staff.
  • Ability to learn the local government environment.
  • Knowledge  with Nagios monitoring system
  • Knowledge of Cacti

Training and Experience Evaluation (Weight: 100%)

Candidates will be evaluated and scored based on the responses provided in their supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for position 1093 NOC Administrator III.  Specifically questions 1-5 will be reviewed and rated.  Questions 6-14 on the supplemental questionnaire, the application and resume will be used for informational purposes.  Candidates will be placed on the eligible list in rank order according to their final score.



The department may administer additional position-specific selection procedures to make final hiring decisions.



The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three Scores.

Minimum Qualifications

Requires a Bachelor’s Degree from an accredited college or university in computer science, information systems or a closely related field.

Three (3) years directly related experience that demonstrates a wide range of system administration and/or computer/network operations knowledge and responsibilities.

Additional experience as described above may be substituted for the required degree on a year-for-year basis.  Thirty (30) semester units or forty-five (45) quarter units equal one year.
