All applicants are required to complete the Minimum Qualification Supplemental Questionnaire as part of the online application process. The purpose of the Supplemental Questionnaire is to determine whether applicants possess the minimum qualifications that have been identified as critical for satisfactory performance in this position AND determine whether applicants have the knowledge, skills and abilities in job-related areas that have been identified as critical for satisfactory performance in this position. The information provided should be consistent with the information on your application and is subject to verification.

The Supplemental Questionnaire will account for 60% of the total weight of your final score. Insufficient or non-responsive answers to the Supplemental Questionnaire may result in ineligibility, disqualification, or lower scores.

Candidates must pass both the Supplemental Questionnaire and the Management Test Battery to be placed on the resulting eligible list.

Describe in detail your experience preparing budgets and discussing your work to develop estimates for both sources and uses.  Include in your response a description of your approach to identify trade-offs, preparing analysis regarding those trade-offs and how you present that information to management for decision making purposes.

Describe an example of a case where a budget you managed was projected to come in either below budget for revenue or over budget for expenses. Describe your approach to managing that challenge and give details about the outcome.

Describe your experience managing public financing tools such as revenue bonds, General Obligation bonds or bonds issued against a Community Facilities District. Did you issue debt, refinance debt or manage existing debt? What infrastructure did the debt support? What challenges did you encounter in using these public finance tools and how did you address these problems?

Describe your philosophy and approach to managing staff. How do you motivate staff and ensure that they feel appreciated? How do you address performance concerns? How do you cultivate a sense of team?

In this position it will be necessary for you to communicate verbally and in writing with a variety of policy makers, including the Port Commission, and internal and external stakeholders.  Please describe your experience preparing staff reports for a policy body, preparing and presenting before professional and senior staff, leading negotiations or providing informational presentations at community meetings.  Please include a description of the complexity of the subject matter and your role in preparing verbal and written information.
