About this position:

Communications Dispatcher II is the advanced journey level professional class in this series. Under general supervision, the Communications Dispatcher II performs a variety of specialized duties in connection with communication dispatch functions, including high level and complex operations, and/or the ability to handle a high volume communications base station..

What you will be doing:

  • Operates a variety of communications equipment and information transmitting devices such as, multi-line telephones, keyboard, two-way radio and pager systems utilized to receive information, request reports and emergency calls from a number of mobile radio field units and telephones, or to transmit messages to field units and/or to route calls to proper bureau or detail for action.
  • Verifies and evaluates messages received to determine if information is accurate and may follow up to ensure proper receipt and understanding to determine type of action necessary and appropriate staff and/or agency to be notified.
  • Dispatches mobile units and equipment to specific work locations, including locations where traffic control, citing and towing services are needed; makes phone requests for ambulance, tow-truck or other emergency services; makes inquiries of other agencies as requested by field units; reads maps and gives directions on how to get to location of emergency.
  • Records essential information and facts from messages transmitted or received by radio and telephone by entering and retrieving data from computer with average typing proficiency, time stamping and logging messages for permanent record keeping, maintaining continuous records of the status of units assigned, and maintaining a regular log of all messages transmitted and received by radio and telephone.
  • Coordinates communications emergency procedures by working with staff from City departments (e.g., Police, MUNI, Fire, Sheriff & PUC,) and communications dispatchers from 911 and DPW, during accidents, emergencies and natural or other disasters.
  • Transmits alarm information to supervisor on duty, when departments needs assistance; notifies the Police department daily of streets scheduled for no-parking zones; prepares records and performs clerical duties.
  • Monitors surveillance equipment and intrusion alarms from on-site buildings.
  • Supervises and trains assigned staff in all aspects of dispatch functions and departmental regulations by providing regular on-going training to staff and by monitoring and evaluating their performance.

 

 

 

Minimum Qualifications

If you are interested in a job like this, we are looking for people who have the following:

1. Two years of verifiable experience operating a two-way radio communications base station, receiving, recording and transmitting messages from one source to another;

OR

2. Combined total of two years of verifiable experience operating a multi-line telephone and a two-way radio communications base system. One year of this experience must have been operating a two-way radio base station.

Applicants must fully meet the minimum qualifications by the final filing deadline unless otherwise stated.

Note on Qualifying Experience: Experience with hand-held two way radios is not qualifying. Applicants must have operated a two-way radio base-station in order to be considered qualified to participate in this recruitment process.
 

Additional Requirements

  • Some positions may require that incumbents successfully complete on-the-job training in California Law Enforcement Telecommunications System (CLETS) operations, policies and procedures within six (6) months of appointment.  Employees must also pass a proficiency exam every two (2) years throughout employment, in order to maintain eligibility for access to CLETS.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Exam (Weight: 80%):

Candidates who meet the Minimum Qualifications will be invited to participate in a multiple-choice examination designed to measure their relative knowledge, skills and abilities in job-related areas. The multiple-choice exam will be administered either on a computer or in a paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. The multiple-choice examination component may include but not be limited to:

  • Map reading;
  • Evaluating information and decision making;
  • Interpersonal relations;
  • Organizing,
  • Filing and maintaining records.

Note: This is a new exam, and therefore all applicants that meet the minimum qualifications will be required to report in person to the test site on their scheduled exam date in order to move forward in the exam process.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The score you achieve on this exam will be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this exam again should you apply and be found eligible for a future recruitment that uses this particular test. Please note this test may be used for other classifications therefore your test score may be applied to one or more classes if you choose to apply to future recruitments. If the test for a future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your new score would become your official score since it is the most recent.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

 

JOB EXPERIENCE CREDIT (JEC) SUPPLEMENTAL QUESTIONNAIRE (Weight 20%):
Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application. The Supplemental Questionnaire is designed to determine whether applicants possess the minimum qualifications and creditable work experience for class 1705 Communications Dispatcher II.  Only those candidates who pass the written multiple-choice examination will be given credit for the (JEC).

All relevant experience, education and/or training must be described in the work experience and/or education sections of the application in order to be reviewed in the scoring process. Candidate responses on the Supplemental Questionnaire cannot be changed once submitted.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Conclusion

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of 3 Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
