GENERAL JOB DESCRIPTION:
Under general supervision, the Patient Services Finance Technician is responsible for providing technical support and acting as liaison between patients, staff, payors, and outside vendors to ensure the complete and accurate charging for patient services. The essential job functions include:
- Reviews and monitors charges for patient services for completeness and accuracy;
- Reconciles medical record documentation and corresponding charges for accuracy;
- Monitors, corrects, and submits charge tickets;
- Performs clerical audits of medical records for appropriate documentation;
- Assists in the development, modification, and implementation of patient service charging procedures and tracking data bases to improve efficiency and maximize reimbursement from funding sources for patient services;
- Provides technical and clerical support, including support with clinical and financial issues for services;
- Acts as liaison between patients, staff, payors, and outside vendors, ensures the complete and accurate charging for patient services; and
- Documents, enters, and verifies information in patient service charging and tracking databases.
The Patient Services Finance Technician performs related duties as assigned/required.
Education: Possession of a recognized one (1) year Medical Assistant Certificate, OR two (2) year Medical Assistant Degree OR a certificate in medical office management; OR
Experience: One year of experience performing medical charge reimbursement activities.
Note: 2,000 hours of experience is equivalent to 1 year

Applicants will be prompted to complete a Supplemental Questionnaire (SQ) that must be submitted during the online application process. The supplemental questionnaire will be screened for relevant qualifying experience meeting the minimum qualifications. WRITTEN EXAMINATION (Weight - 100%):
Candidates will be administered a written multiple-choice examination designed to measure knowledge, skills, and/or abilities in job-related areas, which may include but is not limited to:
Knowledge of basic medical terminology; Knowledge of medical claims processing procedures; Knowledge of modern medical office procedures; Knowledge of insurance systems and billing procedures; Ability to monitor the charging process for patient services; Ability to interact with staff, patients, family members, payors, and outside vendors; Communication skills; Computer skills
A passing score must be achieved on the written multiple-choice examination in order to continue in the selection process. Candidates will be placed on the eligible list in rank order according to their written examination score.

Language Proficiency Exam: For positions requiring bilingual fluency, candidates deemed qualified who meet the special language condition must pass a departmentally approved language proficiency exam prior to appointment. Only those eligible candidates who pass the bilingual proficiency test will be considered for the bilingual position.
The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of Twelve (12) months, and may be extended with the approval of the Human Resources Director.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
- Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
