General Job Description: Under direction, the Health Program Coordinator III performs difficult and complex administrative tasks associated with one or more health programs. 

 

Examples of Important and Essential Duties:

  1. Coordinates the development of various health services and programs and the planning, execution and evaluation of the work of the facilities, agencies or community groups with which they work.
  2. Initiates plans and assignments, and reviews the regular and special work of assigned staff; trains, instructs and evaluates members of this staff as necessary.
  3. Coordinates activities, develops and implements systems to be used, initiates policy and plans overall operations; assesses and determines goals and priorities.
  4. Maintains liaison with outside agencies and their departments/programs to render advice on program policies, seek improvement in facilities and activities, and performs other important liaison functions.
  5. May serve as Director of a specialized service of the facility; responsible for the planning, organizing, staffing, directing, and controlling the particular service.
  6. May conduct a program to develop effective training techniques related to the various phases of community health activities; plans course of study, implements it and evaluates its effectiveness.
  7. May represent the administration at high level meetings, conferences, and seminars.  
  8. The 2593 Health Program Coordinator III also performs other related duties as assigned.

Nature of Positions: Positions are located throughout the Department of Public Health, including the Population Health Division and the San Francisco Health Network.

  • With a broad community focus, the ultimate goal of the Population Health Division is to ensure that San Franciscans have optimal health and wellness at every stage of life. The Division is comprised of various branches dedicated to core public health services such as health protection and promotion, disease and injury prevention, disaster preparedness and response, and environmental health services.
  • The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Some positions may require employees to work directly with individuals within locked jails and psychiatric facilities, the homeless population and/or individuals who have or are carriers of infectious/communicable diseases.

 

Positions may focus on quality improvement programs targeted at monitoring and improving the quality of care, access and operations, patient experience and staff experience.

Minimum Qualifications

  1. Education: Possession of a baccalaureate degree from an accredited college or university. AND
  2. Experience: Three (3) years of professional level administrative or management experience with primary responsibility for overseeing, monitoring, and/or coordinating a program providing health and/or human services.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis. Thirty (30) semester or forty-five (45) quarter units equal one year.

Possession of a Master’s degree in Public Health, Public Administration, Health Administration, Health & Human Services or closely related field may substitute for one (1) year of the required experience.

Note: Clerical, recordkeeping, scheduling, case management, class instruction/training, health education and direct client service experience is not qualifying experience.
  

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. The Supplemental Questionnaire is designed to evaluate if candidates meet the minimum qualifications for this position. Qualified candidates will be invited to participate in the next step of the selection procedure.

Written Examination (Weight: 100%): Candidates who meet the minimum qualifications will be invited to participate in a written multiple-choice examination designed to measure their relative knowledge, skills and abilities in job-related areas.
The multiple-choice examination component may include, but is not be limited to:

  • Knowledge of program planning, development, and evaluation techniques (refers to broad knowledge of techniques used to set program objectives, assess needs, set standards and priorities relating to goals and timetables, and implement appropriate methods of measuring results).
  • Decision making ability (refers to the ability to analyze, synthesize and evaluate information in order to make decisions, solve problems and plan).
  • Supervisory ability (refers to the ability to understand and apply supervisory techniques relevant to the specific program area for subordinate professional and paraprofessional staff; includes ability to select, motivate and evaluate staff and provide training on program objectives and procedures).
  • Interpersonal relations ability (refers to the ability to establish and maintain effective working relationships with co-workers, contractors, service providers, other City departments and the public in general).
  • Ability to utilize computer and computer systems for data collection, storage and analysis to aid in the determination of program effectiveness and facilitate operational changes.

This is a standardized multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.

A passing score must be achieved on the examination in order to continue in the selection process.

The examination will only be offered in person in San Francisco. Qualified applicants will be notified by email of the exact time, date, and location of the examination.

Candidates must achieve a passing score on all selection procedures in order to be ranked on the eligible list. Candidate scores on this exam may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Certification Rule: The certification rule used for the eligible list resulting from this selection procedure will be Rule of 10 Scores. Additional position-specific selection mechanisms may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible lists, shall not be made public unless required by law. However, an eligible list shall be made available to public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.
