2922 SENIOR MEDICAL SOCIAL WORKER

The eligible list from this Class Based Test (CBT) Announcement will be used to fill current and future vacancies in this class.

Positions may be located throughout the San Francisco Department of Public Health, including: Community Oriented Primary Care (COPC), Community Health Services (CHS), Laguna Honda Hospital and Rehabilitation Center (LHH), Health at Home (HAH), Community Behavioral Health Services (CBHS), and Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG).

Current vacancy at the Medical Respite and Sobering Center Behavioral Health Program care focuses exclusively on homeless adults, a population whose medical and mental illnesses are complicated by extreme forms of poverty, trauma and resource deprivation.

Hours: The basic work week is Monday - Friday, 8:00 am - 5:00 pm. Additionally, part-time, evenings, nights, weekends, rotating and/or holiday shifts may be required.

General Job Description: The Senior Medical Social Worker is an advocate for clients, working jointly with team members in assessing patient medical needs, treatment, and the social, emotional, and psychological consequences of illness. Essential job functions include:

  • May supervise several Medical Social Workers and auxiliary personnel; plans and develops medical social services and assigns staff;
  • Responsible for the more difficult medical social work cases; reviews casework and related records of subordinate Medical Social Workers and ancillary staff; makes corrections and adjustments where indicated;
  • Functions as a member of an interdisciplinary team and collaborates with medical professionals and consultants on various social work case problems and referrals;
  • Carries out, interprets, and enforces existing regulations, legal provisions, policies and procedures to Medical Social Workers, medical vendors and other concerned agents, organizations, and individuals; conducts interviews with Medical Social Workers relative to medical care and treatment of individual cases.
  • Determines and utilizes community resources to benefit medical care patients; monitors planning of care of clients;
  • As part of an interdisciplinary team, participates in the preparation and maintenance of individual medical social work case records; and
  • Prepares or supervises the preparation of periodic performance reports and related statistics.

 The Senior Medical Social Worker performs related duties as required/assigned.

Minimum Qualifications

  1. Two years post-Master Medical Social Worker experience in a licensed healthcare setting; AND
  2. Possession of current Clinical Social Worker licensure (LCSW) issued by the California Board of Behavioral Sciences as required under Title 22, California Administrative Code, Section 70055.

Note: 2,000 hours of experience = 1 year of experience. One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Valid licensure must be kept current throughout the length of employment. Failure to demonstrate/show proof of possession of required valid licensure may result in dismissal and/or termination of employment.

  • Homeless Programs experience
  • Bilingual Proficiency in a variety of languages depending upon the department's bilingual needs. Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire (A-D) is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation: (Weight = 100%)

Only those applicants who meet the minimum qualifications will proceed in the selection process. Questions 1 - 4 of the Supplemental Questionnaire have been designed to measure knowledge, skills and/or abilities in job related areas which may include but not be limited to:

Knowledge of social work theories, principles, and techniques • Knowledge of Federal, State, and local laws, administrative codes, rules and regulations • Knowledge of Contemporary medical and psychosocial issues and health trends • Ability to apply social work methodology • Ability to develop and maintain professional working relationships • Oral communication skills • Ability to train and supervise others • Leadership skills

A passing score must be achieved on this examination in order to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their examination final score.

The supplemental questionnaire must be complete and accurate. All relevant experience, education, and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process. Resumes will not be reviewed. Responses cannot be changed or edited after submission. All statements made on the application and supplemental questionnaire are subject to verification and must be consistent.

Language Proficiency Exam: For positions requiring bilingual fluency, candidates who meet the special language condition  must pass a departmentally approved language proficiency exam prior to appointment. Only those eligible candidates who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must indicate on the application form the language(s) in which they claim proficiency.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
