Under general supervision, the 7250 Utility Plumber Supervisor I is responsible for organizing and supervising groups of skilled and semi-skilled workers engaged in safely performing a wide variety of maintenance operations on water supply and distribution pipe lines and facilities; including planning and installing water supply and distribution pipe lines, installing and maintaining a variety of appurtenances, valves, meters and fittings; maintaining rights-of-way, watershed roads, and related facilities; communicating with staff and the public as well as effectively managing assignments related to operations and maintenance of water supply, distribution lines and related facilities. Supervises subordinate personnel including apprentice and journey-level Utility Plumbers.
Supervises a group of workers engaged in performing various skilled operations normally performed by utility plumbers, welders, carpenters, and others engaged in laying water supply and distribution lines and installing appurtenances, valves, meters and fittings. Insures the adherence to rigid time schedules when water is shut off in order to give maximum service to consumer.
Supervises groups of skilled and semi-skilled workers in making repairs to and painting buildings, structures and appurtenances; also to wooden trestles and bridges, road culverts; supervises repair of large diameter pipe line surfaces, including preparation for painting and the application of protective coatings.
Responds to complaints or emergencies arising in connection with the use, operation and maintenance of the water distribution system which necessitate prompt observation and determination and action; determines locations of valves related to each situation; makes shutdowns and later restores mains to service with regard to installations of new mains, repairs to existing mains, fire hydrant connections and large domestic fire sprinkler services.
Maintains and uses a main pipe and gate valve record book consisting of detailed drawings of the main pipe and gate valve system, coded by various symbols and colors, to denote and identify various important aspects; consults records before operating any valves.
Regulates water supply from various distribution reservoirs and in individual pressure districts by operating necessary valves.
Makes initial investigations to complaints involving water leaks, poor pressure, no water, holes in sidewalk or street; determines action necessary for making immediate repairs or dispatching service crews to the scene.
Keeps accurate records of time and work performed, equipment and materials used or recovered, and exact location of installations.
Responds to second and greater alarms of fire to regulate flow of water, as directed.
Performs other related duties.
Nature of Work:
Sustains physical effort, such as standing or walking for prolonged periods, lifts heavy/imbedded manhole covers weighing in excess of 75 lbs., has great manual dexterity, wears respiratory protection equipment, has frequent exposure to potential hazards and exposure to inclement weather, works around extreme wildlife, working above water, working in small, confined spaces or at great heights.
Incumbents are required to work on all shifts, respond to emergencies on a 24-hour on-call basis, and work alone or with a crew. Some positions perform detailed pipeline inspections requiring a high degree of knowledge regarding inspection procedures and supervise the chemical treatment of reservoirs or pipelines.

Completion of the recognized program of the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada -- City and County of San Francisco Utility Plumber Apprenticeship program in Class 7463/7464. AND
Three (3) years of journey-level experience working with water mains, pipes, hydrants and services for a water utility. AND
3. License and Certification:
Possession of current Grade II Water Distribution Operator Certificate (WDO) issued by the California State Water Resources Control Board. AND
4. Possession of a valid California driver license.
Completion of a recognized five (5) year apprenticeship program in plumbing, utility plumbing or pipe welding and three (3) additional years of journey-level experience working with water mains, pipes, hydrants and services for a water utility may be substituted for the completion of the City and County of San Francisco Utility Plumber Apprenticeship.
Additional experience as described above may be substituted for the required apprenticeship on a year-for-year basis.
Upon appointment to Class 7250, employees will be required to:
Pass a State mandated respirator medical examination (to be renewed annually) and be clean-shaven for wearing respiratory protection equipment. AND
Obtain a minimum of a Grade III Water Distribution Operator Certification within eighteen (18) months of appointment (provided that the test will be given twice a year by the State of California).
The stated desirable qualification may be used to identify job finalist at the end of the selection process when candidates are referred for hiring.

Basic Supervisory Exam (Weight: Minimum 30%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.
The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification.
The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Written Multiple-Choice Examination (Weight 50%)
Candidates will be administered a written multiple-choice examination to determine their relative knowledge, skills, and abilities in job-related areas which may include but are not limited to: knowledge of operation and maintenance of water systems; knowledge of plumbing practices, methods and techniques; knowledge of safety procedures; and ability to prepare estimates.
Written Performance Examination: (Weight: 20%)
Candidates will be tested to determine their relative knowledge, skills, and abilities in job-related areas which may include but are not limited to: knowledge of operation and maintenance of water systems; knowledge of plumbing practices, methods and techniques; knowledge of safety procedures; ability to prepare estimates; human relations; written communication skills.
The Basic Supervisory Exam (BSE), Written Performance, and Written Multiple-Choice Examination are standardized examinations and therefore test questions and test answers are not available for public inspection or review.
Qualified candidates will be notified of the exact date, time and location of the examination.
A passing score must be achieved on the BSE, written performance, written multiple-choice examination in order to be placed on the eligible list.
The Department may administer additional selection procedures to make final hiring decisions.
The certification rule for the ranked eligible list resulting from this examination will be Rule of Three Scores.
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
