The purpose of this examination announcement is to establish an eligible list for this classification.

 

POSITION DESCRIPTION:

Under general supervision, the Automotive Machinist performs skilled machinist work in the maintenance, repair, rebuild, overhaul and service of heavy-duty and off-road vehicles and/or power-driven equipment, such as diesel trucks and buses, firefighting vehicles, compressors, alternators, generators, air compressors, air dryers, graders, backhoes, tractors, gas/diesel engines, automatic transmissions, differentials, small engines (lawn mowers, etc.), wheel chair lifts and electric motors (on carts, etc.).

 

The essential functions of this job include:  maintaining, repairing, rebuilding, overhauling, and servicing heavy-duty and off-road vehicles and/or power-driven equipment using hand tools, precision measuring tools (micrometers, dial bore gauges, calipers, etc.), power tools and machine tools such as lathes (including brake lathes), drill presses, grinders, boring and honing equipment, valve refacing machines and other machine tools; designing, fabricating and welding parts (MIG, TIG, ARC welding); magnafluxing metals; maintaining records of equipment mileage, service/repair logs, materials and parts logs, and equipment and parts orders; responding to incoming emergency calls and may go to the site of the breakdown; may tow vehicles; inspecting, testing, and reviewing vehicles and/or equipment as part of the preventive maintenance program; diagnosing malfunctions using test equipment, manufacturers’ specifications and repair manuals, and observation in the shop and in the field to determine needed repairs; assists with ordering supplies, parts and materials necessary for the maintenance, repair and servicing of equipment and vehicles; driving city vehicles and/or operating equipment to diagnose malfunctions and to conduct final inspection of work completed. Incumbents may also fabricate, weld and cut with a torch. Performs other duties as assigned.

 

Nature of Work: involves some physical effort and considerable dexterity in the use of the fingers, limbs and body; wearing Personal Protective Equipment (PPE); continuous exposure to physical and working conditions where minor injuries may occur. May be required to work nights, weekends and/or holidays.

 

MINIMUM QUALIFICATIONS:

1. A combination of journey-level experience and/or apprenticeship training as an automotive machinist or heavy-duty mechanic totaling six (6) years in which the major duties were disassembling, repairing, overhauling and installing mechanical, electrical and hydraulic assemblies in heavy duty and off-road vehicles and power-driven equipment. To be considered qualifying, this experience must include the use of machine tools such as valve re-facers, hydraulic and drill presses, lathes and grinders; AND

 

2.  Possession of at least a Class C (or III) driver’s license at the time of application; ability to obtain a Class B (or II) driver’s license and Medical Certificate at the time of appointment.

 

Notes:

A.  Experience solely as a passenger car mechanic, aircraft, or stationary engine mechanic is not qualifying.

 

B.  Experience in a machine shop that does not involve all the duties listed above is not qualifying.

 

C.  Applicants should clearly indicate the types of machine tools they have used in the work experience section on their application.

 

Positions at the Water Department, General Services Agency (Central Shops) and the Airport Commission require that the candidate must be able to obtain a Class A (or I) driver’s license with Medical Certificate and appropriate endorsements (if required by department), within six (6) months of the time of appointment. Failure to maintain the required license may be cause for termination.

VERIFICATION:

Applicants may be required to submit verification of qualifying experience, training, and driver license at any point in the application, examination and/or departmental selection process. Written verification (proof) of qualifying experience must verify that the applicant meets the minimum qualifications stated on the examination announcement. Written verification must be submitted on employer’s official letterhead, specifying dates of employment, types of employment (part-time/full-time), job title(s), description of duties performed, and the verification must be signed by the employer. City employees will receive credit for the duties of the class to which they are appointed. SELECTION PROCEDURE:

Written Multiple-Choice Examination: (Weight: 100%)

Candidates deemed eligible and admitted to the examination process will be administered a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas which may include but not limited to: knowledge of heavy duty mechanics; skill with hand, power and machinist tools; trouble shooting skills; ability to use electrical testing equipment; ability to read and use specifications and repair manuals; and knowledge of safety procedures.

 

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

CERTIFICATION RULE:

The certification rule used for the eligible list resulting from this selection process will be the Rule of Three Scores.  The hiring department may conduct additional selection processes to make final hiring decisions.

Medical Examination/Drug Testing:

Candidates who are being considered for appointment for positions which may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment.

 

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7313 Automotive Machinist is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

 

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.

 

Transportation Security Administration (TSA) Security Clearance:

Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening.  Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination.  Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

 

Customs Clearance:

Candidates for employment with the San Francisco Airport Commission are required to be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area.  An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced.  Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal.  Per Civil Service Commission Rule 120.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination.  Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission.  Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
