Position Description:
Under general supervision, the Automotive Machinist performs skilled machinist work in the maintenance, repair, rebuild, overhaul and service of heavy-duty and off-road vehicles and/or power-driven equipment, such as diesel trucks and buses, firefighting vehicles, compressors, alternators, generators, air compressors, air dryers, graders, backhoes, tractors, gas/diesel engines, automatic transmissions, differentials, small engines (lawn mowers, etc.), wheel chair lifts and electric motors (on carts, etc.).

Examples of Important and Essential Duties:
Maintains, repairs, rebuilds, overhauls and services heavy-duty and off-road vehicles and/or power-driven equipment using hand tools, precision measuring tools (micrometers, dial bore gauges, calipers, etc.), power tools and machine tools such as lathes, drill presses, grinders, CNC boring and honing equipment, valve refacing machines, seat and guide machines, surfacers and other machine tools; designs, fabricates and welds parts (MIG, TIG, ARC welding); magnafluxing metals; maintains records of equipment mileage, service/repair logs, materials and parts logs, equipment and parts orders; responds to incoming emergency calls and may go to the site of the breakdown; may tow vehicles; inspects, tests and reviews vehicles and/or equipment as part of the preventive maintenance program; diagnoses malfunctions using test equipment, manufacturers’ specifications and repair manuals and observation in the shop and in the field to determine needed repairs; assists with ordering supplies, parts and materials necessary for the maintenance, repair and servicing of equipment and vehicles; drives city vehicles and/or operates equipment to diagnose malfunctions and to conduct final inspection of work completed. May fabricate, weld and cut with a torch. Performs related duties as required.

Nature of Work: involves some physical effort and considerable dexterity in the use of the fingers, limbs and body; wearing Personal Protective Equipment (PPE); continuous exposure to physical and working conditions where minor injuries may occur. May be required to work nights, weekends and/or holidays.

Minimum Qualifications

Education:
High school diploma or equivalent (GED or High School Proficiency Examination) 

Experience:
A combination of journey-level experience and/or apprenticeship training as an automotive machinist or heavy-duty mechanic totaling six (6) years in which the major duties were disassembling, repairing, overhauling and installing mechanical, electrical and hydraulic assemblies in heavy duty and off-road vehicles and power-driven equipment. To be considered qualifying, this experience must include the use of machine tools such as valve re-facers, hydraulic and drill presses, lathes and grinders.* 

License and Certification:
Possession of at least a Class C (or III) driver license at the time of application; ability to obtain a Class B (or II) driver license and Medical Certificate at the time of appointment.**

Substitution:
Completion of the CA Division of Apprenticeship Standards recognized Automotive Machinist apprenticeship program with the City and County of San Francisco as evidenced by issuance of a Certificate of Completion of the City’s apprenticeship program under the appropriate authority will substitute for the six (6) years combined work experience.

Applicants must meet minimum qualification requirements by the final filing date unless otherwise noted.

Notes:
*A. Experience solely as a passenger car mechanic, aircraft or stationary engine mechanic is not qualifying.

 B. Experience in a machine shop that does not involve all the duties listed is not qualifying.

 C. Applicants should clearly indicate the types of machine tools they have used in the work experience section on their application.

 D. One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

**Positions at some city departments require that the candidate must be able to obtain a Class A (or I) driver’s license with Medical Certificate and appropriate endorsements (if required by department) within six (6) months of the time of appointment. Failure to maintain the required license may be cause for termination.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight Qualifying):
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Examination (Weight 100%):
Candidates deemed to meet the minimum qualifications will be invited to participate in a written multiple-choice examination designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but are not limited to: knowledge of heavy duty mechanics; skill with hand, power and machinist tools; troubleshooting skills; ability to use electrical testing equipment; ability to read and use specifications and repair manuals; and knowledge of safety procedures.  This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

Note: A passing score must be achieved on the written exam in order to be ranked on the eligible list.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.

Medical Examination:
Prior to appointment, candidates must successfully pass a medical examination to determine their ability to perform the essential functions and/or meet physical requirements.

Drug Testing Requirement:
Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by the Machinists, Local 1414, are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six months after the date of the positive test.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance:
This position may require that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

SFMTA Medical Examination/Drug Testing:
Candidates who are being considered for appointment for positions may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7313 Automotive Machinist is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers
