The purpose of this examination announcement is to establish an eligible list for this classification.
Under general direction, the Supervising Probation Officer plans, organizes, and directs the activities of a unit within the Juvenile Probation Department, and performs related duties as required. Essential functions include: Supervising probation officers, clerical staff, and volunteers; resolving conflicts and evaluating performance of staff, training and developing probation officers in effective case management and supervision, investigative report writing, oral presentation techniques, and effective communication skills; providing guidelines and assistance to staff regarding evidence based practices, laws, policies and procedures related to department operations; assisting departmental management in developing, revising and implementing (or carrying out) policies and procedures; collecting statistical information; maintaining records; providing oral and written reports; meeting with groups and individuals from community-based agencies and other city departments to receive and provide information and develop favorable relations; may assist with background investigations for newly hired peace officers. Performs related duties and responsibilities as assigned.
NATURE OF WORK
PHYSICAL REQUIREMENT: Vision and hearing must be sufficient to perform the duties of the position. May involve considerable amounts of sitting and/or walking. May lift and/or move, with assistance, objects weighting up to 50 pounds or more.
SPECIAL REQUIREMENT: Requires the ability to work in a standard office environment; and may be required at times, to work evenings, weekends, or irregular hours. Requires ability to work in stressful situations.
EDUCATION: Possession of a baccalaureate degree from an accredited college or university, with major course work in the social sciences, or closely related field preferred; AND
EXPERIENCE: Four (4) years of full-time verifiable experience as a probation officer working with offenders in a criminal justice system. At least two (2) years of the required four (4) years must include experience working with juvenile offenders.
SUBSTITUTION: Two (2) years of full-time experience as a parole officer working with offenders in a criminal justice system may substitute for two (2) years of the required probation officer experience.
LICENSE OR CERTIFICATE: Possession of a valid class "C" California driver's license at the time of appointment.
* Class "C" California Driver's License Requirements: Must be maintained current during the course of employment. Inability to maintain a valid Class "C" California Driver's License and meet the department's insurability standards may result in dismissal.
* One-year full-time employment is equivalent to 2080 hours (2080 hours of qualifying work experience is based on a 40 hour work week.) Any overtime hours that you work that exceed forty (40) hours per week are not included in the calculation to determine full-time employment.

Supervisory Test Battery (STB): (Weight: 50%)

A passing score must be achieved on the Supervisory Test Battery and the Written Multiple-Choice Technical Knowledge HR Exam (Labor and Employee Relations Emphasis) in order to continue in the selection process.
The above test components are considered standardized, and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Descriptive Essay Writing - (Weight: 50%)
Candidates will be evaluated and scored based on the information provided in a descriptive essay writing to assess their knowledge, skill and ability level in one or more of the following job-related areas as appropriate. These areas may include, but are not limited to : Knowledge of principles, trends and techniques in the delivery of juvenile probation services, knowledge of relevant laws, codes and legal documents, including Welfare and Institution Code and Penal Code, knowledge of legal, psychiatric, sociological and medical terminology, ability to supervise probation officers and support staff, ability to identify and choose appropriate solutions to problems from a variety of alternatives, ability to work tactfully and persuasively, and establish rapport with families, community groups, court representatives, attorneys, supervised staff, department administrators and others and ability to write clear and concise reports; and make clear and concise oral presentations.
Candidates who passed the Supervisory Test Battery will be notified of the exact date, time and place to report to the descriptive exercise.
Candidates must achieve a passing score on the descriptive exercise examination in order to be ranked on the eligible list.
Candidates will be placed on the eligible list in rank order according to their final score.
NOTE: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. Requests for an alternate test date may be considered in limited circumstances and must be submitted to the analyst listed in this announcement within five (5) calendar days of the announcement of the test date.
The certification rule for the ranked eligible list resulting from this examination will be Rule of Three (3). The hiring department my conduct additional selection processes to make final hiring decisions.
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.

EMPLOYMENT CHARACTER AND BACKGROUND INVESTIGATION:
- Prospective and current employees in Class 8532/8414 Supervising Probation Officer, Juvenile Court, may be subject to drug and/or alcohol testing in accordance with Federal rules and regulations.
- Eligible (with the exception of current Peace Officers of the Juvenile Probation Department) will be investigated to determine their general fitness for positions. Employees in this classification are limited peace officers and must meet Police Officer Standard Training (POST) standards and comply with laws applicable to peace officer positions. Conviction of a felony or of a crime that would have been a felony if committed in California is a bar to employment as a peace officer (California Government Code Sections 1029, 1031, and 1031.50). Factors considered in the investigation may include, but not be limited to: applicable convictions, repeated or serious violations of the law, inability to accept supervision, inability to work with others, inability to follow rules and regulations, falsification of application materials, and/or other relevant factors. Criminal records on their applications will be disqualified. Failure to obtain and maintain security clearances may be basis for dismissal.
- A psychological and medical examination is required prior to appointment. This psychological examination will consist of written tests and a clinical interview to determine the candidate's fitness for work as an 8532/8414 Supervising Probation Officer, Juvenile Court.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances.
