This is a Position-Based Test conducted in accordance with the Civil Service Rule 111A.
The current position is located at the San Francisco Recreation and Park Department (RPD). The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
The San Francisco Recreation and Park Department’s mission is to provide enriching recreational activities, maintain beautiful parks and preserve the environment for the well-being of our diverse community.
Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America. San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Under the general direction of the Superintendent of Recreation and Community Services, the 0922 Recreation Manager directs, plans, organizes and manages recreation programs and services for the San Francisco Recreation and Park Department in one of five areas: Business Services; Community Services; Cultural Arts; Leisure and Aquatics; and Sports and Athletics. This position functions as a member of the recreation division management team and works to plan and carry out the department’s vision, mission and values.
Recreation Managers lead and direct a variety of staff including supervisors, coordinators and specialists, pool managers and other aquatic staff. Recreation Managers provide leadership and support in the creation of departmental policy, administrative planning and addressing departmental challenges. They prepare, execute and monitor expenditures of the annual budget for their assigned area of responsibility; analyze and evaluate assigned program performance per performance measurement criteria and apply data to program performance improvements. Recreation Managers work with various department divisions, across section of departmental staff, community groups and the general public to interpret and explain Department policies and decisions, and to develop support for the Department’s recreation programs and services. They provide management oversight of the purchase of equipment and supplies; direct the preparation of reports and maintenance of operational files and records; and represent the Department at meetings and conferences. Recreation Managers may be designated to act for the Superintendent in the latter’s absence; and performs other duties as assigned.
Recreation Managers must be strategic thinkers and problem solvers who can provide innovative, yet practical solutions to long-term challenges. They must be effective team builders who can lead, coach, train, empower and develop staff. They must be willing to build a collaborative, positive environment which builds employee engagement.
Recreation Managers of the San Francisco Recreation and Park Department must understand public sector administration and its impact on community well-being; partner well with the public, local businesses and community stakeholders.
2. Three (3) years of progressively responsible experience supervising employees engaged in the planning/implementation of a broad range of recreational activities; AND
3. Possession of a valid California Driver's License at the time of appointment.
Additional qualifying experience as described above in minimum qualification #2 may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units.
Note: One year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week).
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
* Experience/Competence: Extensive background in recreation. Seven (7) years of progressively responsible experience, and accomplished results demonstrating positive organizational impact.
* Strong, astute leader and communicator who can align the department’s vision and values by inspiring, advising and facilitating goal accomplishment.
* Demonstrated expertise in successful team-building by developing direction and structure for subordinates to facilitate accomplishment of identified goals.
* Solid experience in managing work groups by instructing and advising staff, assigning and delegating workload and tracking and evaluating performance.
* Strong collaborator who understands public sector administration and its impact on community well -being, with experience in identifying opportunities and taking action to build strategic relationships to help achieve department goals.

A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.
This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Supplemental Questionnaire Evaluation (Weight: 60%):
Candidates that achieve a passing score on the Supervisory Test Battery will be emailed a Supplemental Questionnaire. Qualifying candidates will be required to respond to the essay type questions on the Supplemental Questionnaire in the time frame indicated, and submit their answers as directed. Specific information regarding the Supplemental Questionnaire will be provided at a later time. The questions contained in the supplemental questionnaire have been designed to measure the knowledge, skills and/or abilities in job related areas which may include but not be limited to: knowledge of the development and management of recreational programs; ability to develop and maintain positive and productive working relationships with Department staff, other public agencies, stakeholders, and the public; knowledge of budget development, administration, monitoring and coordination, and determining the allocation of resources as related to program planning and implementation; knowledge of Department procedures and policies; ability to prepare and present plans and reports clearly and concisely orally and in writing; ability to research, analyze and report upon complex issues and activities and make recommendations; ability to manage, direct, discipline and develop staff.
Note: A passing score must be achieved on all examination components in order to be placed/ranked on the resulting Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
The certification rule for the eligible list resulting from this examination will be Rule of the List. After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.).
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
