This is a Position-Based Test administered in accordance with Civil Service Rule 111A.
The current position is located at the Department on Adult and Aging Services (DAAS) Division of the San Francisco Human Services Agency. The eligible list resulting from this examination may be utilized for future positions in this class.
The Human Services Agency is a department of the City and County of San Francisco and the central resource for public assistance in the City. Our mission is to promote well-being and self-sufficiency among individuals, families and communities in San Francisco.
We provide a safety net for individuals and families by offering income support, community-based living supports, and assistance getting food, housing, and health coverage. We offer programs and services that ensure the protection and safety of children, the elderly and dependent adults. We help people secure employment through training, job search and child care assistance.
Under the general direction of the Deputy Director of the Department of Aging and Adult Services (DAAS), the Manager of Office on the Aging assumes responsibility for coordinating and implementing program planning; defining organizational structure, staffing requirements, resource allocation and identification of future resources needs for the following: the Office on the Aging, and SF Connected Program; and any other programs as assigned by the Deputy Director of DAAS.
The essential functions of this position may include but are not limited to:
1. Interfacing with executive management in the Department of Aging and Adult Services and the Human Services Agency (DAAS/HSA) and other various managerial levels of city and county government and outside agencies.
2. Serving as a representative for DAAS in meetings involving administrative systems, policies and/or procedures.
3. Managing all the programs funded by California Department on Aging, and coordinated with other HSA offices (Planning, Budget, Fiscal and Contracts) and all the related activities including Needs Assessment, Area Plan and Area Plan update, Area Plan budgets, reports to the State, Request for Proposals and program monitoring.
4. Coordinates the overall planning and development of policies and programs; reviews and analyzes legislation and governmental guidelines as they relate to program policies and plans.
5. Consults with organizations working with the OOA programs; assists in the development and improvement of community relations with governmental agencies; conducts surveys and analyzes results; seeks the assistance and advice developing and planning projects.
1. Possession of a bachelors’ degree from an accredited college or university in Social Work (MSW), management, or closely related field; AND
2. Five (5) years of verifiable professional experience managing programs in a public or private social service agency or organization serving older adults, and adults with disabilities. Experience MUST include two (2) years supervising staff.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:
1. Knowledge of principles of supervision and management practices, training, and performance
evaluation; and knowledge of current and complex principles and practices of program development and
administration; policies, procedures, and terminology.
2. Comprehensive knowledge and pertinent understanding of local, state, and federal policies, procedures,
laws, codes, and regulations and the ability to interpret and apply them.
3. Ability to supervise multi-disciplinary staff.
4. Work in city and county governments, public agencies, and private non-profit health care and social

7. Experience working with individuals from diverse ethnic and socio-economic backgrounds.
8. Experience in developing, implementing, facilitating and coordinating programs and services.

A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.
This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Supplemental Questionnaire Evaluation (60%)
Applicants will be prompted to complete the Supplemental Questionnaire as part of the online employment application. The purpose of the Supplemental Questionnaire is to collect information regarding the applicant’s education and/or experience as it relates to the minimum qualifications. All applicants must complete the Supplemental Questionnaire Evaluation in order to continue in the selection process. All applicants’ responses to the Supplemental Questionnaire are subject to verification.
All relevant experience must be listed in the City employment application and in the training and experience evaluation questionnaire to be reviewed in the rating process.
Failure to submit the supplemental application with the employment application may result in disqualification of the application.
Candidate scores from the Training and Experience Evaluation will be used to determine your final score and rank on the eligible list.

Department Selection Procedure
The Human Services Agency may administer additional position-specific selection procedures to make final hiring decisions for position(s) in class 0923 OOA Director. Candidates’ scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
- Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
- Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.
Having a conviction history does not automatically preclude you from a job with the City.
