Position Description
Under administrative direction, this position will provide mid-level management functions in the expansion of international air traffic at SFO and focus on increasing airport revenues. This position directs consultant projects and activities in technical data analyses and QSI modeling in airline route forecasting; supervises, mentors, trains and evaluates the activities of the airline research analyst; manages and prioritizes airline route development strategies; evaluates international airline routes for potential air traffic growth, identifies and analyzes competitive threats from other airports along with problems and issues trending in the governmental aviation policy arena, and may implement and document new procedures of the assigned section/program; manages airline relationship maintenance through participating in local monthly airline meetings; recommends policy and new programs to prevent loss of any incumbent international air traffic; coordinates market intelligence collection through participating in annual airline planning and route development conferences; manages budget preparation and implementation of External Affairs division; monitors expenditures and coordinates monthly financial reporting; provides executive management advance notification and potential solutions to cost overruns; monitors the work of and coaches subordinates to improve performance and enrich their work experience and knowledge; and performs other duties as assigned.

The essential functions of this position include:

  • Assists the 0933 International Aviation Development Director in the development, implementation and management of the full spectrum of international aviation functions involved with promoting SFO on the global stage, conducting route forecasting, and strengthening existing international routes to provide air traffic growth, and identifying, as well as recruiting,  new carriers. 
  • Responsible for working closely with airline executive management teams to develop and promote international traffic growth at SFO, and nurturing a highly competitive and robust air service market by increasing international carrier service.
  • Manages international route business case studies for the expansion of international air traffic at SFO and develops strategies with a focus on increasing airport revenues through increased international passenger traffic.
  • Directs all air research activities and conducts analytic and technical data analysis to forecast and recommend new potential international routes. 
  • Manages and prioritizes airline route development strategies; evaluates international airline routes for potential air traffic growth, identifies and analyzes competitive threats from other airports along with problems and issues trending in the governmental aviation policy arena.
  • Identifies, fosters, and manages new air service opportunities; recommends policies and new programs to prevent loss of any incumbent carrier international air traffic.
  • Strengthens relationships between international carriers and the various stakeholders at SFO, including:   SFO Tech, Aviation Management, Operations and Customs and Border Protection; acts as a facilitator to ensure proper sharing of current information, addressing individual carrier needs and prioritizing international carrier projects. 
  • Participates, contributes and recommends gate allocation procedure and process in order to maximize efficient use of the International Terminal infrastructure, and optimize all international gate spaces.
  • Represents SFO at ACI-North America (Airport Council International) annual meeting(s) to ensure aviation business interests and requirements of the region and SFO are achieved. 
  • Supervises, trains and evaluates the activities of 1823 Sr. Administrative Analyst – Air Services Analyst. Monitors the work of and coaches subordinates to improve performance and enrich their work experience and knowledge.

Nature of Work
Requires extensive computer work requiring keyboarding and prolonged sitting and working off a flat screen monitor to perform financial and economic analysis and analyze, manipulate and generate reports; ability to work effectively with managers, co-workers, contractors and other personnel; and ability to identify issues and problem solve.

Minimum Qualifications

Education
Possession of a Bachelor’s Degree from an accredited college or university; AND

Experience
Five (5) years of progressively responsible experience in airline route development and route planning; AND 

License and Certification
Possession of a valid California driver’s license.

Substitution
Education Substitution: Additional qualifying experience as described above may substitute for the education requirement on a year-for year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Possession of marketing and consulting experience in aviation/airport/airline environment.
  • Experience in aviation business budget forecasting, budget preparation, implementation and monitoring; experience in financial reporting and providing solutions to cost overruns.
  • 2 years of experience supervising staff within airline route development and route planning.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation (Weight: 60%)
Applicants will be evaluated and scored based on the information provided in their job application, and supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for the position of 0923 Manager II – International Aviation Development Manager. It is important that the information provided on the supplemental application be accurate and complete. All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process. Candidates will be placed on the eligible list in rank order according to their responses.  All statements made on the application materials are subject to verification.

A passing score on both the Supervisory Test Battery and the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of The List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City. If you are selected as a finalist, the hiring department will contact you to schedule a fingerprinting appointment.

Disaster Service Workers
