Position Information
Under the supervision of the Zoning Administrator, the Manager, Office of Short Term Rentals is responsible for the management of the Office of Short Term Rentals (OSTR). The OSTR provides a single location to process OSTR Registry applications and to conduct related enforcement activities in a timely and efficient manner.

The position manages the OSTR team responsible for implementation of the City’s policies regarding registration and enforcement of short term residential rentals.  The Manager is responsible for implementing and streamlining both the Registry and enforcement processes set forth in Chapter 41A of the San Francisco Administrative Code.

Essential duties include, but are not limited to:

  • Manage the work of OSTR staff including supervision, direction, coaching, and performance evaluation of assigned staff.
  • Manage the timely processing of new short term rental applications, renewal applications, quarterly host reports and application appeals.
  • Develop policies and procedures in coordination with other City departments that focus on streamlining all aspects of the OSTR Registry process, including community outreach, OSTR web presence, online appointment scheduling, drop-in appointments, and the Treasurer & Tax Collector (TTX) business registration process.
  • Manage staff responsible for effectively implementing the enforcement requirements of Chapter 41A, including complaints, investigations, and hearings. Such work will require active coordination with other departments including the City Administrator's Office, Treasurer  & Tax Collector, and City Attorney’s Office. 
  • Track, analyze, and develop reports regarding OSTR activities from Registry outreach through enforcement, and work with other entities as needed to produce regular reports on Registry and enforcement status. Analysis and reporting will also include development of recommendations for future changes to Chapter 41A and for any additional resources needed to support the mission of the OSTR.
  • Coordinate with Hosting Platforms as set forth in Chapter 41A in order to implement its provisions.
  • Make and/or facilitate effective presentations as needed before City bodies and community groups regarding OSTR activities and outcomes.
  • Evaluating, interpreting and implementing program changes proposed through local and State legislation or other actions.
  • As assigned, perform other incidental duties in the Zoning and Compliance Division.
In addition, the Department is looking for a manager with a strong commitment to an organizational and management culture of equity, inclusion and belonging. COMPENSATION AND BENEFITS: The normal annual salary range is $119,860 - 152,984. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. Minimum Qualifications

Minimum Qualification

  1. Possession of an Bachelor's Degree from an accredited college or university; AND

  2. Five (5) years of experience in city, urban, and/or regional planning, and/or related planning environment, including development review and Code implementation.

SUBSTITUTION:  Possession of a Master’s degree (or advanced graduate degree) from an accredited college or university in public administration, business administration, planning or a closely related field may be substituted for up to two (2) years of required experience.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process. 

  • Two (2) years of supervisory experience.
  • Experience in city, urban, and/or regional planning, and/or related planning environment 
  • Experience related to local government and investigation
  • Strong oral and written communication skills
  • Ability to manage complex projects involving many stakeholders

Selection Procedures

Minimum Qualifications Supplemental Questionnaire (Qualifying)

Applicants are required to complete a Minimum Qualifications Supplemental Questionnaire (MQSQ) as part of the online application process. The purpose of the MQSQ is to obtain specific information regarding an applicant’s education, experience and training in relation to the Minimum Qualifications for this position. It is essential that an applicant provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if an applicant meets the minimum qualifications.

Supervisory Test Battery (Weight: 40%):

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire (Weight: 60%):

Candidates who achieve a passing score on the Supervisory Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills and/or abilities in job-related areas which may include but not be limited to: critical thinking/problem solving ability; project/time management; oral communication; written communication; and knowledge of applicable federal, state, and local laws and regulations and their impact on urban planning projects.

The Supplemental Questionnaire (SQ) Evaluation will be emailed to the email address listed on the candidate's online job application.  Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated.  Responses cannot be changed once submitted.  Candidates will be evaluated based on their SQ responses.

Note: Candidates must pass both test components to be placed on the resulting eligible list.

Certification Rule

The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional position selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.  The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. Disaster Service Workers
