DEPUTY DIRECTOR, CHILDREN, YOUTH AND FAMILIES SYSTEM OF CARE

Under administrative direction, the Deputy Director of Children, Youth & Families System of Care oversees Intensive Services, including youth involved in crisis/hospitalization, intensive case management and intensive care coordination/intensive home-based services, and systems involved youth and our partnerships with Child Welfare and Juvenile Probation. This incumbent will ensure the delivery of an effective system of care for children, youth, and families in need of specialty mental health services as specified under federal regulations and specified under the 1915B Medical Waiver. In addition, this position will support DHCS legislation related to CalAIM and other State and Local Policies and Initiatives.  Essential duties include:

  • Manages intensive services, child welfare, and juvenile justice related providers contracts;
  • Plans, monitors, evaluates, and supervises the work of multiple, complex and diverse programs and projects that provide behavioral health outpatient services for children, youth and families at multiple sites, including both City and County of San Francisco civil service program sites and sites contracted through non-profit community-based organizations;
  • Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth, efficient and effective delivery of services to clients, particularly in the area of maintaining adequate service delivery capacity to meet client demand for services;
  • Adjusts plans and procedures to meet the needs of emerging or new programs, while continuing to meet major departmental priorities; train, coach and evaluate personnel regarding policies, procedures and practices and monitor improvements in performance; coordinate with other managers to meld operations into an orchestrated delivery system to accommodate City-wide needs and ensure that limited resources are deployed to benefit the needs of children, youth and families and the City’s risk is shared amongst providers;
  • Assigns and monitors subordinates with job tasks and coaches to improve performance;
  • Directs policy development and program planning;
  • Fosters collaboration among sub-units and participates in the service delivery system coordination and planning, problem solving, and policy development of assigned modalities of care within the SOC;
  • Communicates regularly with executive-level management regarding CYF SOC activities and coordinates efforts with other City departments in addressing the needs of the City and County of San Francisco;
  • Evaluates activities and provides large scale data analysis;
  • Develops and implements policies and procedures to ensure high-quality clinical operation of the SOC that complies with relevant city, county, state and federal regulations (including in the regulatory compliance of client medical records). Supports efforts to monitor and evaluate the effectiveness and efficiency of the division's service delivery system;
  • Assist the System of Care Director of the Child, Youth and Family Services Section in an annual city budget preparation by providing detailed justification and persuasive arguments for proposals or initiatives; AND
  • Performs other duties as required.

Minimum Qualifications

Education:

  • Master’s  Degree from an accredited college or university; and

Experience:

  • Five (5)  years of professional experience managing behavioral health programs. This experience must include 2 years of clinical behavioral health experience with children, youth, and families AND 2 years of supervisory experience; and

Note:

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

License:

  • Licensed Clinical Social Worker (LCSW), OR
  • Licensed Marriage and Family Therapist (LMFT), OR
  • Licensed Professional Clinical Counselor (LPCC) issued by the California Board of Behavioral Sciences; OR
  • Licensed Psychologist issued by the California Board of Psychology.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Supervisory Test Battery: (Weight: 100%)

A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Certification:
The certification rule for the eligible list resulting from this examination will be Rule of the List.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
