Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG), owned and operated by the City and County of San Francisco’s Department of Public Health, is part of a city-wide integrated health care system, providing primary, specialty, and hospital care for vulnerable populations.
ZSFG is an essential part of San Francisco's health care system serving some 100,000 patients each year and providing 20 percent of the city's inpatient care. Recognized as one of the nation's top hospitals, ZSFG serves the community with a full complement of inpatient, outpatient, emergency, diagnostic and psychiatric services for adults and children 24-hours a day.
Under general administrative direction of the Director of Utilization Management, the 0931 Manager III - Director of Social Services is responsible for the strategic planning, program development and implementation of all social services initiatives at ZSFG. The 0931 Manager III – Director of Social Services oversees daily operations and supervises a staff of approximately 59 employees, including but not limited to social workers and health workers; guides the Social Services Department to achieve ZSFG’s strategic initiatives, keeping patient care and staff well-being at the center of the program; functions as a key partner across the ZSFG leadership team, modeling collaborative problem-solving and servant leadership; and emulates the hospital’s core values: joy in our work, thirst in our learning, and compassionate care.
The 0931 Manager III – Director of Social Services performs the following essential job functions:
- Provides vision and leadership to effectively inspire and direct the Social Services Department in developing and achieving goals and objectives that are congruent with the values, mission, vision and strategic plan of ZSFG, the San Francisco Health Network and the San Francisco Department of Public Health;
- Functions as a senior leader to plan, develop, implement, and monitor a comprehensive, integrated and resourceful hospital and community based social service program for medical inpatient, outpatient and inpatient psychiatry;
- Achieves performance goals for a complex and diverse social service program by assisting patients and their families with resources and support;
- Provides fiscal oversight for the Social Services Department including staff, materials and supplies, and capital equipment budgets; ensures regular budget monitoring occurs to achieve performance targets;
- Oversees funds allocated for equipment and transportation for medically indigent patients;
- Provides the framework for planning, directing, coordinating, and monitoring to improve care, treatment, and services to respond to community and patient needs and improve health care outcomes based on regulatory standards (i.e. Title 22);
- Partners with health care providers, nursing, and other services in the planning, development, and integration of social work services into hospital and clinic programs; engages with community partners, as appropriate;
- Develops, implements, and monitors an ongoing departmental quality improvement program which effectively evaluates the process of delivery, quality and effectiveness of social services; effectively communicates and engages staff in program improvement;
- Analyzes performance data, identifies trends, and evaluates workload and other factors which may impact the delivery of quality social services; leads active daily management that ensures performance targets are monitored, problem solving is active and staff are engaged with continuous improvement; and
- Develops, implements and monitors an effective training program for students, in collaboration with accredited schools of social work; provides a structure for a career pipeline.
The 0931 Manager III – Director of Social Services performs other related duties as assigned.
Compensation and Benefits:
The normal annual salary range is $113,672 - $145,106 (effective 7/1/16). Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.
In addition to a competitive salary, the City and County of San Francisco offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; retirement plan; deferred compensation plan; Social Security; long-term disability plan; life insurance; management training program; eleven (11) paid holidays annually; five (5) floating holidays; depending on years of service, ten (10), fifteen (15), or twenty (20) vacation days annually; and may earn up to 100 hours paid administrative leave annually.
- Five (5) years of professional experience as a Social Worker. Qualifying experience must include three (3) years of experience supervising Social Workers; AND
- Possession of a valid license issued by the California Board of Behavioral Sciences as a Licensed Clinical Social Worker (LCSW).
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

A passing score must be achieved on the Management Test Battery in order to continue in the selection process.
This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Disaster Service Workers
Valid licensure as a requirement to perform the job must be kept current throughout length of employment. Failure to demonstrate/show proof of possession of required valid licensure may result in dismissal and/or termination of employment.

Note on Personal Protective Equipment (PPE):
Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.
