Introduction

This is a Position Based Test conducted in accordance with Civil Service Rule 111A.

POSITION DESCRIPTION:
Under administrative direction, the 0931 Manager III, Assistant Accounting Manager, is responsible for leading and overseeing staff in all aspects of accounting functions, including fixed asset and debt accounting, capital project and grant accounting, as well as accounting operations including cash receipts and accounts payable unit. This position also directs internal and external audits of the organization and supervises a unit comprised of approximately 24 professionals that ensure efficient and effective application of financial transactions, policies and procedures to meet short-term and long-term objectives and internal controls through San Francisco Public Works.

Essential functions include, but are not limited to:

  1. Using financial systems and related applications to ensure efficient and accurate application of financial transactions; directing financial systems and related applications issues; supporting department effort associated with citywide financial system replacement project;
  2. Maintains, analyzes and develops accounting policies, procedures, and methodologies; recommending changes as necessary;
  3. Oversees and ensures that accounting requirements of revenue bond covenants are met;
  4. Applies complex accounting methods and theories to record transactions in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standard Board (GASB);
  5. Supports and assists in coordination of internal and external audits;
  6. Represents Public Works in City-wide steering committees;
  7. Develops and implements procedures for fixed asset management;
  8. Ensures that accounting staff is trained and adhering to best practices of accounting and financial management;
  9. Directs and resolves project management and contractor issues related to fiscal policies;
  10. Leads and manages staff involved in accounting and auditing functions and coaches subordinates to improve performance;
  11. Performs other related duties as assigned

Minimum Qualifications

  1. Possession of a Bachelor’s degree from an accredited college or university in Accounting, Business, Finance, Public Policy, or a related field; AND
  2. Five (5) years of recent and increasingly responsible professional level accounting experience in a medium or large organization, including three (3) years in a supervisory capacity.

Qualifying experience must have been obtained within the last ten years.

  • Certified Public Accountant (CPA) License

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):
Applicants will be prompted to complete a supplemental questionnaire as part of the online employment application. It is essential that applicants provide complete information in identifying their education, experience, training and/or licensure, consistent with the information provided on their application. The supplemental questionnaire will be used to evaluate whether applicants meet the minimum qualifications for this position. Applicants must also complete the official application. The information in the supplemental questionnaire will not be scored and is collected for informational purposes.

Management Test Battery: (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery in order to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire: (Weight: 60%)
Candidates who pass the Management Test Battery examination will be sent a supplemental questionnaire to complete and return. The supplemental questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which may include, but not be limited to: technical knowledge of accounting principles, analytical ability, management ability, supervisory ability, written communication ability. The supplemental questionnaire will be rated and scored. A passing score must be achieved on the supplemental questionnaire component in order to be ranked on the eligible list.

CERTIFICATION RULE:
The certification rule for the ranked eligible lists resulting from this examination will be Rule of List. The department may administer additional position-specific selection procedures to make final hiring decisions.

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
