Position Description 
SFO’s Business & Finance Division seeks an experienced budget professional to administer the Airport’s $7.6 billion 10-year Capital Improvement Plan (CIP). After years of record breaking passenger growth, the Airport is embarking on a robust CIP which calls for innovative and forward thinking infrastructure investments over the next decade. The CIP contains a dynamic mix of projects ranging from billion dollar terminal renovations to small scale airfield improvements. The Capital Planning Manager will be responsible for managing the annual CIP development process and overseeing the implementation of the approved CIP. The Capital Planning Manager also regularly serves as the division’s liaison with Airport stakeholders and governmental agencies. Additionally, this position is responsible for administering functions related to the $1.3 billion annual operating budget and assisting the Budget Director with analyzing data, producing reports and monitoring the use of funds, as needed. 

The position reports to the Budget Director and directly supervises three CIP analysts.  The best qualified candidates will have considerable capital planning experience related to the construction of physical infrastructure in a municipal setting and strong familiarity with debt financing.   

The essential functions of this position include:

  • Develops, implements, monitors and modifies procedures and administrative monitoring practices for capital project development and operating budget functions;
  • Coordinates the CIP Working Group and Capital Project Review Committees; 
  • Oversees the Airline Majority-in-Interest (MII) review process;
  • Develops cash flow projections and works closely with the Capital Finance team to determine appropriate amount and type of debt needed to support the CIP;
  • Works closely with the Capital Finance team to support bond transactions, which includes determining the appropriate amount and type of debt needed to support the CIP, as well as preparing rating agency presentations and investor Offering Statements;
  • Ensures compliance with federal and local rules and regulations and accounting guidelines;
  • Prepares budget and CIP related recommendations to senior management and governmental agencies. 

Working Conditions
May be required to deal with emergencies outside of regular schedule, including weekends and holidays.

Minimum Qualifications

Education
Possession of a Bachelor’s degree from an accredited college or university in Business Administration, Economics, Finance, Public Policy or a closely related field.

Experience 
Five (5) years of increasingly responsible professional level budget experience in a governmental or large organization, which includes three (3) years of supervising professionals.

Substitution
Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years.  (One year of work experience is equal to 30 semester or 45 quarter units).

Experience Substitution: Possession of a Master’s degree from an accredited college or university may substitute (1) year of the required experience (but may not substitute for the required supervisory experience). 

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Additional two (2) years of increasingly responsible professional level budget experience in a governmental or large organization. 
  • Extensive experience in the development and management of capital projects and/or capital plans related to the construction of physical infrastructure (note capital leasing does not qualified as this type of experience).
  • Strong familiarity with debt financing/public finance.
  • Experience in the development or management of a governmental operating budget.
  • Knowledge of the City & County of San Francisco’s budget structure and processes.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. Please note: A passing score must be achieved on the Management Test Battery to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire (Weight: 60%)
Candidates will be prompted to complete a Supplemental Questionnaire that must be submitted during the online application process.  The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position 0931 Manager III – Capital Planning Manager.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.

A passing score on both the Management Test Battery and the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.
