POSITION DESCRIPTION

Under the direction of the Project Management Bureau Manager, this position plans, organizes, and implements Hetchy Capital Improvement Projects which is part of the Water Enterprise 10-year Capital Improvement Program. The Infrastructure Manager of Hetchy Capital Power Projects is responsible for coordinating work of a multi-disciplinary technical staff across organizational boundaries; working extensively with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments. The Infrastructure Manager of Hetchy Capital Power Projects will supervise subordinate staff and consultants and performs other job-related duties as assigned.

The essential duties of this position include but are not limited to the following: 

  • Plans, organizes, directs, coordinates and evaluates the activities of professional, technical and clerical staff involved in the Hetchy Capital Improvement Projects
  • Reviews and approves critical path schedules, facility shutdown schedules, and project spending plans
  • Prepares and reviews studies, design criteria, design reports, plans and specifications, and quality assurance reviews of related designs and construction plans, and support of construction
  • Partners with SFPUC departments and consultants to obtain easements, right-of-way, environmental clearance, and encroachment permits, for capital projects
  • Negotiates and resolves project and construction  related  contract  disputes and claims
  • Identifies staffing in needed areas of expertise
  • Assists in developing capital improvement program including identifying projects, prioritizing projects, and preparing scope, budgets and schedules
  • Assists in procurement of professional services and construction contracts to support capital projects
  • Drives to and from and safely traversing construction, meeting and project sites, including sites in remote or mountainous locations.

This position is located in Moccasin, CA, which is located in the Sierra Foothills, approximately 150 miles/ 2.5 hours east of San Francisco. This position will occasionally require working nights and weekends, and being on-call for emergencies.

COMPENSATION AND BENEFITS: The normal annual salary range is $149,604 to $190,996. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. In addition to competitive salaries, the City offers flexible benefit plans with pre-tax elections which include: medical and dental insurance, Retirement Plan; 457 Deferred Compensation Plan; Social Security; Long-term Disability Plan; Life Insurance; paid Management Training program; 11 paid holidays per year; 5 floating holidays per year; 10 to 20 vacation days per year, depending on years of service; and may earn up to 100 hours paid administrative leave per year.

Minimum Qualifications

If you are interested in a job like this, we are looking for people that have the following:

Possession of a baccalaureate degree from an accredited college or university; AND

Eight (8) years of professional experience leading water and power infrastructure projects, of which three (3) years must include experience in supervising professionals; AND

Possession of a valid California driver's license

SUBSTITUTION:

An advanced degree may substitute for one year of the required non-supervisory experience

Additional qualifying experience may substitute for the degree requirement on a year-for-year basis up to 2 years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Degree with major coursework in business administration, planning, engineering, project management, construction management, or a closely related field.

Certification of a Project Management Professional (PMP)

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery: (Weight: 40%)

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery in order to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire (Weight 60%):

Applicants will be prompted to complete a supplemental questionnaire that must be submitted during the online application process. All applicants must complete the supplemental questionnaire. The purpose of the Supplemental Questionnaire is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

  • Extensive experience in procurement of professional services and construction contracts for capital projects
  • Experience in field construction and coordinating projects with multiple funding sources including state and federal grants
  • Experience interacting with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments
  • Supervisory or managerial experience with professional staff in a large utility agency.
  • Written communication
  • Oral communication

A passing score must be achieved on the both the Management Test Battery and the Supplemental Questionnaire in order to continue in the selection process and be placed on the eligible list.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of the List.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Disaster Service Workers
