Introduction

This is a Position Based Test conducted in accordance with Civil Service Rule 111A. This eligible list is being established for the Department of Human Resources, Selection and Hiring Resources. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

About the Department:

The Department of Building Inspection oversees the effective, efficient, fair and safe enforcement of City building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco’s more than 200,000 buildings. This position is located in the Management Information Services Division, which is purposed to provide automated data capture, data management and report dissemination throughout the Department.

The Position:

Working under the direction of the Business Intelligence Lead, the candidate is responsible for the design, development and maintenance of a variety of applications that support the Department of Building Inspection. As the Reporting Specialist candidate must have extensive experience in Oracle, SQL/PLSQL, TSQL database query and reporting tools.  This position performs a variety of tasks and oversees all phases of the software development lifecycle.  This position also oversees the more difficult and complex aspects of the systems development cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunications needs analysis, project planning and management, system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment and administration.

 

 

Examples of Duties:

 

 

·        Perform as reporting specialist which include reports and dashboards development. Possess extensive database querying language skills.

·        Analyze data processing needs; research and evaluate software on multiple platforms to assist users to meet their departmental goals; assist in developing the evaluation criteria for software.

·        Determine operating characteristics and requirements; develop or modify and document general system design; write detailed design specifications; conduct "walkthroughs" for proposed solutions to system problems.

·        Analyze the feasibility of and develop requirements for new systems and enhancements to existing systems; ensure the system design fits the needs of the users.

·        May install and enhance software; program, test, debug and install new/modified programs.

·        Provide technical support for computer and telecommunications systems; consult on the analysis of an application; troubleshoot system problems; implement solutions.

·        Conduct system analysis and may conduct programming activities for complex systems; document new and modified systems and programs; coordinate user training in new capabilities; may convert new programming from test to production.

·        Interface with users to determine system needs and requirements; instruct users on newly implemented systems; define system requirements; may design and code programs; review impact of system modifications on existing systems.

·        Prepare, or assist client in preparing, service requests to implement system changes; determine level of effort required and the cost of implementing service requests; prioritize requests.

·        May provide technical production support for on-line and batch systems; assist with set processing schedule; update and produce reports.

·        Coordinate with outside vendors and contractors to complete projects and service requests; define, assign and evaluate their work.

·        May determine structure of databases; normalize data; perform conversion of data between platforms; design, develop and generate routine and ad hoc reports in response to user needs.

·        Determine security levels for systems to ensure data integrity; test database applications to assure functionality and effectiveness in performing to desired specifications.

·        Perform related duties and responsibilities, as assigned.

 

 

 

 

 

 

 

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:
           1.    Three (3) years in the information systems field, including system analysis, business process design,

                   development  and implementation of business application solutions or IT project management.  

AND

            2.    Three years of recent and verifiable experience in at least one of the following: Report Development, OracleTools,

                    Crystal Reports and PL/SQL , including:

                            Three (3) years' experience in all of the following:

      • SQL structured query language to access SQL server databases
      • Enterprise relational database modeling and design of MS Access, Paradox, SQL Server, and other relational databases
      • Oracle RDBMS SQL experience

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications: The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Three years of programming and system development
  • Experience with Oracle Development Tools
  • Strong oral and written communication skills
  • Demonstrated planning and organizational skills
  • Customer service orientation, and excellent interpersonal skills
  • Ability to work independently as well as part of a team
  • Familiarity with the Microsoft suite of office software (Word, Excel, Powerpoint,Visio, Access)
  • Experience in developing web-based applications
  • Experience in municipal permitting software (ACCELA)

Selection Procedures

Oral/Performance Examination (Weight 100%)

Candidates meeting the minimum qualifications will be invited to participate in the Oral exam, which may include a performance component, to assess a candidate’s knowledge, skills and/or abilities in job-related areas which may include but are not be limited to: Knowledge of functional requirements, structured systems or procedures analysis; personal computer applications development tools; system analysis and design; coding, testing and implementing complex programs; common operating systems software and relational database systems, and Ability to communicate effectively orally; establish and maintain good working relationships with department personnel, staff, vendors, peers, and management; understand and learn a variety of business procedures and processes; use logic and analysis to solve computer and systems problems.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Conclusion

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.
