Controller’s Office - Systems Division
Overview: The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which are branded locally as our SF People & Pay, SF Learning, SF Financials, SF Procurement, and SF Reports & Analytics systems. These applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. We are committed to enhancing and expanding application functionality to better support our users’ changing needs. Over the last 5-year period, we have launched new applications and products that have greatly increased and diversified our user base and amplified the need to improve how we assist our business partners to drive stakeholders value and desired business outcomes.
The Systems Division within the Controller’s Office manages the following enterprise-wide systems for the City: Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials & Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), Oracle Business Intelligence Enterprise Edition (OBIEE), Cognos Business Intelligence, and Informatica.
The IS Learning Management Analyst reports to the Systems Division’s Director and is responsible for developing engaging and clear instructional materials for delivery in a variety of formats, including (but not limited to) eLearning, guidebooks, quick reference guides, job aides, in class room training, and train-the-trainer programs. Furthermore, this position will work to drive learning solutions using adult learning principles and best practices. The incumbent will be expected to consult with functional, technical analysts and business partner subject matter experts (SMEs) to promote learning as a change agent, drive commitment and adoption of the PeopleSoft Human Capital Management (HCM) system.

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
License and Certification:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
In addition to the Minimum Qualifications listed above, this position has additional requirements. In order to qualify for any of this position, applicants must meet the following
Two (2) years of PeopleSoft HCM Human Resources 9.0 Experience.
The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
Three (3) years of experience in software process documentation and creating adult learning and end-user instructional materials, including experience using ADDIE, SAM or equivalent models to develop effective software solutions.
- Two (2) years of experience with designing and developing eLearning solutions and familiarity with Captivate, UPK, and/or comparable software.
- Experience translating complex technical information into user-friendly guides and instructions
- Experience developing courses and course materials leveraging technical and functional S Experience in learning principles such as Bloom’s taxonomy, Content Presentation types, ARCS model, and Brinkerhoff model for evaluation.
- Experience with one or more related disciplines change management, communication, engagement and user support.
- Three (3) years’ experience with PeopleSoft applications.
- Experience defining, planning, negotiating, and executing business process change initiatives in conjunction with enterprise system implementations.
- Experience utilizing audio and visual recording tools.
