Lead Functional Business Analyst (Purchasing & Supply Chain Lead)
The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence. These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers). Peripheral and legacy applications also supported by the division include Cognos Business Intelligence, Informatica, Phire Architect and FreshWorks. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.
The Lead Functional Business Analyst position is responsible for leading the Purchasing business analysis process and documentation which involves acquiring and documenting knowledge from subject matter experts throughout various City and County of San Francisco Departments and for translating this knowledge into functional solutions that are designed, tested and implemented in the new financial system.
Essential duties include but are not limited to:
Supervising the functions of the Purchasing Team including, supervising purchasing support resources; overseeing recruitment of team members, establishing performance goals and reviewing training plans for subordinate staff; supervising purchasing team by assisting department managers on transition plans for re-engineered business processes; diagramming policies and processes of the business practices and requirements; linking purchasing business processes with the setup and business rules of the new central financial system; understanding the processes and methods employed to perform requirements gathering, fit/gap analysis, and test planning; defining and implementing application configuration settings; cleaning and verifying data during conversion; performing complex data analysis; conducting trainings for end users; collaborating with technical unit to develop functional and technical designs; developing test plans, conducting testing, design, and development of external interfaces; developing, documenting and testing security roles and permissions based on business process requirements; identifying, managing, escalating and resolving issues and risks related to development requests, functional design approach, implementation, requirements and or scheduling; keeping up-to-date purchasing functional documentation and developing documentation for standards through feedback and updates received from technical teams; performs other duties as assigned.
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. An associate degree preferably in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field; AND,
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
In addition to the Minimum Qualifications listed above, this position has additional requirements. In order to qualify for any of this position, applicants must meet the following Special Conditions:
Two (2) years of PeopleSoft Financials and Supply Chain Management (FSCM) Experience. Verifiable and recent experience with PeopleSoft Financials and Supply Chain Management (FSCM) enterprise resource planning systems 9.1 or higher, performing production support, data analysis, design and testing.
Applicants may substitute the required education with additional qualifying experience on a year to year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit).
Familiarity with “Tier 1” ERP solutions.
Demonstrated understanding of financial processing in a governmental environment. (Governmental Accounting and Financial Reporting Standards and practices including City, State, Federal requirements). This would include governmental budgeting, grants and project accounting, fund accounting, cost allocation, and work order.
Demonstrated understanding of purchasing and inventory management in a large government or highly regulated environment.
Five (5) years experience analyzing, creating, documenting functional business/application solutions with clients and/or end users for large complex financial systems.
Experience with formal software development life cycle methodologies.
Working knowledge of business process flows used to support a complex accounting system, and experience in developing and executing application test plans.
Expertise in utilizing appropriate tools for analyzing data, documenting processes, developing and testing prototype solutions, including Oracle SQL Query, Visio, Beyond Compare, MS Access, FTP.
Experience conducing complex IT procurement involving purchasing and inventory management in a large government or high regulated environment.
Two (2) years experience supervising staff for a large-scale IT system conversion project.
