This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

Under general direction, the 1062 IS Programmer Analyst will work with staff in other Library divisions to develop, implement and maintain new and existing web applications on the Library’s public website and on the Staff Intranet; Oversee the configuration, operation, development, and use of library application platforms; Conducts analyses of user needs, library processes, and workflows, and manages projects to improve efficiencies, enhance productivity, improve information reporting, and automate manual processes using applicable applications; Develops and maintains an organizational schema for library documents on the Intranet, including defining and managing metadata, permissions, and retention cycles; Designs and develops new functionality to meet the needs of virtual library users; Develops and implements Security and Permissions aspects of Content Management System, related databases, intranet platforms and applications; Contributes to documentation to inform staff users of virtual library technologies; Maintains and updates PHP code for the library’s Content Management System (CMS) by analyzing problems and fixing issues as they arise; Designs and develops JavaScript code and oversee its use by other Web Services staff on the public web site; Designs and develops HTML templates and style sheets according to the Library’s accessibility policies, W3C guidelines, and oversees their use by other staff; Works with usability studies of SFPL websites and implements recommendations; Seeks out and evaluates appropriate web technologies and makes recommendations for adoption and/or purchase of specialized and Web-related tools and cloud-based technologies; Contributes to Web traffic analysis development for decision-making and statistical reporting; and performs other job-related duties as assigned.

Minimum Qualifications

1a. Possession of a baccalaureate degree from an accredited college or university, preferably in computer science, information systems or a related field;


1b. Two years experience in the information systems field, including programming and system analysis or directly related experience.

Substitution: Additional qualifying work experience as described above in 1b., may be substituted for the required education on a year-for-year basis. One year (2000 hours) of additional qualifying work experience will be considered equivalent to 30 semester/45 quarter units.

Desired Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

·        Knowledge of relational database systems such as Microsoft SQL server; how to build and maintain databases; job flow within a large scale data processing environment; systems development life cycle.

·        Experience with frontend web development, including expertise writing semantic, modular code using jQuery, Backbone or other Frameworks.

·        Experience with preparing comprehensive test plans and ensuring that programs are tested; debugging problem programs; implementing new programs.

·        Ability to communicate effectively both orally and in writing.

Selection Procedures


Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The responses to the supplemental questionnaire will be used to evaluate qualified candidates and measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: system analysis and design; coding, testing, troubleshooting, programming, developing computer platforms procedure languages; job flow within a large data processing environment; systems development life cycle, progressive enhancement; common operating systems software and relational database systems.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.


Eligible List:
The duration of the eligible list resulting from this examination process will be of Twelve (12) months, and may be extended with the approval of the Human Resources Director. The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Conviction History

As part of the selection process an image of your fingerprints will be captured and sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) history will disqualify you as a candidate based on the specific requirements of the position to which you are applying. If selected for fingerprinting, the hiring department will contact you to schedule an appointment.
