ABOUT THE OFFICE OF THE TREASURER & TAX COLLECTOR:
The Office of the Treasurer & Tax Collector serves as the banker, tax collector, collection agent, and investment officer for San Francisco's government, the only combined City and County in the State of California. The Treasurer, an elective office created by the City Charter in 1850, supervises a department of ten sections that collect over 12 billion dollars annually.

The OFFICE OF THE TREASURER & TAX COLLECTOR is seeking experienced Programmers that will lead the work in the development and maintenance of responsive, accessible, and secure websites, tools, and databases.
This position functions as the leader of the OnBase Application and will need to communicate effectively orally and in writing.
Essential Job Duties & Responsibilities:
- Analyze: Responsible for working with the Product Management team and various business groups to gather business requirements.
- Technical: Create, restore, maintain SQL databases, tables, views, stored procedures, etc., to extract data.
- Communication: Effective and clear communication with system users, colleagues, supervisors, managers, and other city departments.
- OnBase work view, workflow, and unity scripting.
- Set up and configure OnBase ETL products, COLD, DIP, and scanning.
- Test: Research and evaluate appropriate technologies and make recommendations.
- Deploy: Install/upgrade OnBase 17 or later on a production, test, and development environments.
- Support: Management and administration of OnBase 17 or later.
- Other duties as assigned.
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Education: An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].
Experience: Three (3) years of experience in application or software development or programming.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Special Condition: 36 months of CICS and COBOL Experience (Position 1)
Certification: OnBase Certified for Application Programming Interface (OCAPI)
Three (3) years of experience working with OnBase 17 and higher

Waiver requests will be considered on a case-by-case basis. Failure to provide the required verification, or request for waiver when requested may result in rejection of application.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation (Weight: 100%):
Candidates who meet the Minimum Qualifications will be invited to participate in a Supplemental Questionnaire. The responses to the Supplemental Questionnaire will be scored as part of the overall score which, will determine relative knowledge, ability and, skill level in one or more of the following job- related areas as appropriate. (Technical, General Professional, and Analytical)
Technical: In-depth knowledge of MS SQL and Hyland OnBase v17
Professional: Ability to communicate effectively, interact and establish good working relationships, and working effectively in a team environment.
Analytical: Ability to search and obtain necessary information through a variety of methods and develop options for solutions and make logical recommendations.
Certification Rule: The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional position selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.
