The San Francisco Employees’ Retirement System (SFERS) is dedicated to securing, protecting and prudently investing the pension trust assets, administering mandated benefits programs, and providing promised benefits to the active and retired members of the City and County of San Francisco.

Under supervision, the Principal IS Programmer Analyst is a member of the PeopleSoft Pension Administration Application team, responds to service requests and trouble reports to enhance, fix, maintain and support the Pension Administration system, responds to data requests to write and modify queries, processes incoming payroll for active members and monthly pension payroll for retirees, and participates in application technology upgrade projects.

The essential functions of this position include:

  • Provide assistance to staff in the analysis and determination of appropriate action to respond to service requests and problem reports; evaluate user service requests to determine and recommend the most appropriate solution which meets user business and application system requirements; coordinate scheduling between technical support staff and departments; prepare project plans, time and cost estimates of new projects and enhancements or changes to existing systems/applications.
  • Plan, analyze, design and implement a variety of new systems establishing internal and external controls; develop procedures for access, update and retrieval of information; ensure program designs meet user requirements; ensure design/program adherence to standards.
  • Review departmental work-flows, functions performed and procedures used; consult with departmental personnel to obtain information on existing systems procedures; develop proposals and plans for installing new or revised complex systems.
  • Design, code, test and debug programs for special projects and interfaces; prepare final systems design and documentation necessary for programming; review the work of others and provide technical assistance.
  • Analyze and logically design database systems to support on-line and batch reporting including data analysis and normalization, record specification and/or logical relationships between records; define functional requirements.
  • Write, modify and/or run programs to provide reports and extraction of database information and downloading to personal computers as necessary.
  • Coordinate and/or attend project team meetings, user meetings and the like as needed.
  • Prepare user and technical manuals and instructions in MS Word, PDF, and HTML formats; instruct users on new capabilities as needed.
  • Provide technical support for complex systems; monitor system performance to ensure proper functioning, interaction with other subsystems, and timely and accurate report production.
  • Provide website data interfaces to/from the Pension Administration System.
  • Performs related duties and responsibilities, as assigned.

Minimum Qualifications

  1. Baccalaureate degree with major college course work in management information systems, computer science, information technology, data processing operations, or related field, AND
  2. Five (5) years directly related experience as a programmer / analyst involved in the enhancement, support, and maintenance of Enterprise systems. This experience must include:

    a. Five (5) years technical design and development experience with PeopleSoft Development Tools (PeopleTools, Application Designer, PeopleCode, SQR, Process Scheduler and PeopleSoft Query). AND
    b. Three (3) years of experience writing complex SQL, preferably on Oracle relational databases.


Applicants may substitute the required education with additional qualifying experience on a year to year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • One (1) year experience with PeopleSoft Human Capital Management, North American Payroll, or Benefits Administration application modules.
  • One (1) year experience with Red Hat Linux operating system.
  • Six (6) months experience with producing xml data files.

Selection Procedures

Supplemental Questionnaire Evaluation (Weight: 100%):

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application. The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of computer languages and developer tools; knowledge of systems development life cycle; knowledge of scripting, procedural, and query languages; knowledge of designing, coding, testing and implementing highly complex programs; knowledge of relational database systems; ability to communicate effectively in writing.


Candidates must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

Conviction History
