The current position is located at the San Francisco Human Services Agency. The eligible list resulting from this examination may be utilized for future positions in this class.
With a staff of approximately 2,200 employees, San Francisco’s Human Services Agency (HSA) is the central resource which delivers public assistance, child welfare, and aging and adult services to the citizens of San Francisco. Its mission is to promote well-being and self-sufficiency among individuals, families and communities in San Francisco. HSA was formed in 2004 with the merger of two previously existing city departments, the Department of Human Services and the Department of Aging and Adult Services. The Office of Early Childhood Education joined the Agency in 2014. The Agency retains two commissions and two department heads.
We provide a safety net for individuals and families by offering income support, community-based living support, and assistance getting food, housing and health coverage. We offer programs and services that ensure the protection and safety of children, the elderly and dependent adults. We help people secure employment through training, job search and child care assistance.
SF-HSA develops important and sensitive projects that span social service programs such as CalWORKs, workforce development, child welfare, CalFresh, Medi-Cal, and senior services, requiring intensive coordination and having a substantive impact on agency operations. These are complex projects with compressed timelines and many constraints, requiring the formal methodology of project management. The project manager will develop coherent work plans with clear steps and achievable benchmarks, monitoring implementation and ensuring that programs are accountable. This person will create a project governance model that will become a department-wide standard, using best-practice methodology to eliminate inefficiencies. He or she will ensure that project objectives are specific, measurable, clearly communicated and regularly revisited, coaching project sponsors and other senior executives to promote accountability and project management excellence. To successfully lead efforts with the Human Services Agency, the project manager coordinator will need to possess knowledge of social service issues and practices. This position will be embedded in the HSA Planning Unit and will also oversee projects that include complex data analysis, supervising analysts who will be using Stata, an advanced statistical software. The Planning Unit conducts most of the agency’s data analysis, working with large administrative databases that contain the records of over 200,000 clients. To do this work, planners use Stata, a statistical software package intended for advanced multivariate analyses.
Essential Duties and Responsibilities
The person in this position will facilitate implementation of difficult, sensitive, highly visible and complex special projects that span agency programs and have a significant impact on the functions and operations of the agency.
He or she will consult with senior managers and others to define difficult and complex administrative, management, program and organizational issues, policies and procedures that have significant impact on the organization; collaborates with multi-disciplinary team, outside experts and others to clarify overall mission, goals, problems and issues.
The person in this position will also be supervising, training, and mentoring program level analysts who are managing significant program-specific projects related to organizational change. He or she will review project plans developed at the program level, ensuring that objectives are specific, measurable, clearly communicated and regularly revisited, and he or she will be coaching project sponsors and other senior executives to promote accountability and project management excellence. He or she will train program analysis on how to develop coherent work plans with clear steps and achievable benchmarks, monitoring implementation and ensuring that programs are accountable.
This person will create a project governance model that will become a department-wide standard, using best-practice methodology to eliminate inefficiencies.
He or she will coordinates with multi-disciplinary team from SF-HSA and other agencies, and provides technical assistance to presents reports, findings and recommendations to senior management staff, including formal presentations to groups.
Supervises lower-level administrative analysts to ensure all projects are on-time, within budget, and completed successfully to specifications.
Supervises analysts who conduct multivariate analyses that inform policy discussions and the implementation of projects, requiring skills in using Stata or a similar advanced statistical software.
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A.
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Written Multiple-Choice Examination - (Weight: 30%)

A passing score must be achieved on the Written Multiple-Choice Examination and the Supervisory Test Battery in order to continue in the selection process.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
Candidates may receive two or more scores in association with the above selection components. One or more will correspond to the core component of the multiple-choice exam component (i.e., core examination and/or one or more specialty areas). Those candidates who participate in the Supervisory Test Battery, will attain an additional score. Any scores attained on each of these components will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. Your score on the Core Exam is not valid for any other classifications in the Admin Analyst Series. You cannot apply a score from the Core exam used for 1820, 1822, or 1823, as it is a different test.
The Supervisory Test Battery may be used for many other classes, therefore your test score may be applied to other classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components (i.e., core exam, specialty subtest(s) and/or supervisory test battery), your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). A passing score must be achieved on the supplemental written exam in order to continue in the selection process. Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist.
