Introduction
AOSD’s primary mission is to control the financial activities of the City.  The division assists City Departments to achieve fiscal compliance, accuracy, timeliness and meaningfulness for the resulting financial information.  Other functions include developing and maintaining citywide financial systems, general ledger maintenance, preparing the City’s Comprehensive Annual Financial Report (CAFR), ensuring the City’s compliance with the accounting requirements promulgated by the Governmental Accounting Standards Board (GASB), performing analytical reviews of financial accounts and coordinating required financial audits.  

The City’s central PeopleSoft Financial and Supply Chain management system includes core General Ledger, Purchasing and Fixed Asset functionality as well as Project and Grants Management, Inventory Control, Supplier Management and Accounts Receivable.  

Position Description
The Financial Reporting Supervisor reports to the Manager of Financial Accounting and Reporting and interfaces with other City Departments involving financial reporting, asset management and general ledger. This position plans and directs staff in performing complex accounting functions consistent with Generally Accepted Accounting Principles (GAAP), directing Citywide accounting treatment and resolving complex accounting and financial reporting issues. Serving as Technical Lead, the position will research, analyze and implement accounting rules and regulations as stipulated by Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB) or other regulatory agencies.  

In addition, this position oversees the PeopleSoft Asset Management and General Ledger functionalities ensuring that the core accounting policies and procedures are supported by the system, and performing related duties as required.    

Essential functions include but are not limited to:

  1. Supervise, plan and conduct performance appraisals of staff within AOSD Financial Reporting Section.
  2. Oversee the work performed by staff assigned to financial reporting, asset management, analytical reviews, general ledger reconciliations and processes.
  3. Implement and maintain reporting procedures to comply with internal control requirements
  4. Supervises and performs highly complex accounting work related to pension, other post- employment benefits, debt accounting, lease accounting, and investment accounting. Technical areas covered include public sector and government industry accounting as applied to the review of enterprise funds, internal service funds, agency funds, internal work order transactions, and interdepartmental transfers to determine proper accounting treatment.
  5. Leads, performs, and supervises implementation of new and complex government accounting standards at citywide level including upcoming accounting regulations from the Governmental Accounting Standards Board (GASB).
  6. Supervises the production of the Comprehensive Annual Financial Report (CAFR) which includes ensuring that the financial reports of various City entities (e.g. component units and enterprises) are completed.
  7. Coordinates the reporting and audits related to the City’s Financial Statements, serving as the primary point of contact to auditors and other stakeholders.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Active Certified Public Accountant (CPA) license
  • Three (3) years full-time equivalent supervisory experience.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Supervisory Test Battery: (Weight: 50%)

A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery.

The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used.

Performance/Oral Examination: (50% Weight)
Candidates will be invited to take a performance/oral examination that is designed to measure competencies in job related areas, which may include but are not limited to: knowledge of governmental accounting and reporting, knowledge of GASB and GAAP, ability to communicate effectively, ability to interpret and relay complex information and/or procedures. A passing score must be achieved on the performance/oral examination in order to advance in the selection process.

 

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Disaster Service Workers
