SFPUC – Community Benefits Division
Throughout our history, the SFPUC has strived to be a good neighbor and environmental steward in the communities where we provide high quality water, power and sewer services. Our Agency has invested in 80+ initiatives to enhance the social, economic and environmental fabric of the communities we care so deeply about.
The SFPUC Community Benefits division manages our community investments. Our programs span Workforce Development, Education, Art, Environmental Justice/Land Use, Neighborhood Partnerships and Small Business Opportunities. Over the years, these programs have supported job and contracting opportunities for local residents and firms; SFPUC apprenticeship and internship programs; environmental literacy learning initiatives for youth; community gardens and more.

The SFPUC works hard every day to provide fundamental environmental benefits through our water, power and sewer services. We recognize there are challenges to providing these services as some parts of our community face a greater burden than others due to the location of our facilities in their neighborhoods. We work with these communities to understand their needs and lessen the effects caused by our operations. At the SFPUC, we call this environmental justice. We’re proud to be the first public utility in the nation to develop an Environmental Justice Policy which guides our efforts to support environmentally healthy and safe communities where we live, work, learn and play.
As part of our mission, we also maintain and preserve more than 590,000 acres of land to protect our natural resources and critical infrastructure. Our Agency often has the opportunity to use our land for more than one purpose and when we can, we partner with local leaders to support innovative uses which benefit the environment and enhance the quality of life for our service area residents.
The Environmental Justice & Land Use Program Manager will work with the Director of Community Benefits to manage and implement all aspects of the SFPUC's agency-wide 2009 Environmental Justice Policy. The incumbent will also manage the SFPUC's urban agriculture program and further develop secondary land-use programs at the SFPUC. This position works across the agency, with the Enterprises and support bureaus to: integrate environmental justice principles into the SFPUC's decision making processes; educate and train staff so that everyone at the SFPUC knows what environmental justice is and what it means for their daily work at the Agency; ensure community engagement is reflective and inclusive of the diverse communities we serve; work independently in program development, program management, analysis, research, and writing; use strong written and verbal communication to effectively convey the core mission and priorities of the SFPUC in a variety of public and community settings; and perform related duties as required.
- Research, analyze, and author the expansion development strategy of the SFPUC’s Environmental Justice Policy.
- Analyze and implement recommendations from Environmental Justice Analysis for the Biosolids Digester Facility Project.
- Build effective communication for the public and communities regarding SFPUC core missions and priorities.
- Coordinate with SFPUC’s Communications team to develop culturally conscious communications and engagement strategies to ensure that stakeholders can participate in decisions and actions that may impact their communities.
- Developing an equity framework for SFPUC’s Power Enterprise and other catalytic programs.
- Manage the policy and program development of the SFPUC’s urban agriculture programs.
- Develop secondary Land Use policies and program framework that maximize the use of the land entrusted to SFPUC’s care to provide tangible environmental and social benefits for our rate-payers and our local communities.
- Collaborate with the Agency’s Real Estate Division to integrate and implement environmental justice principles into the SFPUC’s broader land use policies.
- Collaborate with the Agency on Customer Affordability, Equity and Inclusion initiatives to support vulnerable populations and to ensure principles of Environmental Justice are meaningfully incorporated.
- Class 1825 Principal Administrative Analyst II perform other related duties as required.

- Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
- Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
- Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A
- 48 months of verifiable experience in implementing environmental and social justice policy.

Disaster Service Workers
All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
