Under direction, the Senior Airport Noise Abatement Specialist performs lead function duties for the daily operation and maintenance of the Airport’s noise monitoring and flight tracking systems and responds to community and citizen’s concerns.
The essential functions of this position include:
Operates the Airport's noise monitoring and flight tracking equipment, retrieves and correlates data through the use of customized software programs and utilities on the computer including routine operation, backing up and archiving data, daily checking the status of the systems, e.g. time, disk capacity, error message, etc.
Troubleshoots and maintains remote noise sites flight tracking equipment (e.g. circuit cards, microphones) including identifying defective components, and calibrating and replacing components. Troubleshoots and maintains noise and flight tracking computer components (e.g. printers, modems). Transports and/or retrieves data and equipment between the Noise Monitoring Office and Noise Monitoring storage room and to and from remote sites.
Monitors aircraft noise, flight operations (including test programs) and other pertinent aviation factors and procedures in the Airport Noise Office utilizing voice logging, noise monitoring, flight tracking, aircraft radios, and other equipment. Monitors Noise Abatement equipment in the field and at private residences through the use of portable noise monitors, hand held receiving radios, cellular phones, and binoculars.
Maintains records and logs of spare parts, calibrations, maintenance history, data storage; writes form reports. This requires a knowledge of aviation terms.
Analyzes and evaluates criteria in monthly airline reports for compliance with Airport noise regulations.
Maintains and operates Noise Monitoring Van including fueling, cleaning interior, arranging cleaning of exterior, and maintaining inventory of contents.
May attend community meetings to assist and/or make presentations regarding noise abatement issues.
Responds and addresses calls relating to Airport/Airplane noise complaints from the community.
Provides work direction for 5264 Noise Abatement Specialist in the daily operation, maintenance, troubleshooting and repair of the noise monitoring or flight tracking systems.
Performs related duties and responsibilities as assigned.
Possession of a baccalaureate degree from an accredited college or university.
Two (2) years of experience performing noise abatement duties including monitoring airline and aircraft noise compliance with FAA, State and Airport noise regulations, equivalent to those of class 5264 Airport Noise Abatement Specialist with the City and County of San Francisco.
License and Certification
Possession of or ability to obtain and maintain a Class C driver’s license by the time of appointment.
Education Substitution: Additional aviation experience, such as working with flight tracking equipment, radar, airport traffic patterns, flight paths, aircraft flight procedures or applying airspace rules, safety procedures, navigation techniques and aviation regulations, or in Airport noise abatement may be substituted for the required degree on a year-for-year basis, up to a maximum of two (2) years. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.
Ability to climb and work in confined or awkward spaces to install and monitor equipment; strength to lift and maneuver materials and equipment weighing up to 50 lbs.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.
- Knowledge of Airport Aviation Operations and Procedures, which includes flight procedures, weather conditions on aircraft airport facilities, airfield runway/taxiway procedures and ability to identify various aircrafts.
- Knowledge of Federal Aviation Administration Regulations, Title 14 Code of Federal Regulation Parts: 91, 150, and 160.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Oral Examination (Weight 100%)
Candidates will be examined to determine relative knowledge, ability and skill levels in job-related areas which may include but are not limited to: knowledge of Noise Abatement as it relates to Airport Aviation Operations and Procedures refers to noise abatement and its relation to a familiarity with flight procedures, takeoff patterns, aircraft maintenance and the effects of weather conditions on aircraft; knowledge of the principles and procedures of Air Traffic Control and Electronics Communications; computer operations refers to a broad knowledge of software, programs, system formatting and managing information of a computer system; knowledge of regulations refers to the general knowledge of FAA and CA State Safety/Flight Regulations; human relations ability; planning and organizing ability refers to the ability to establish an appropriate course of action; problem analysis and decision-making ability refers to the ability to anticipate and identify problems; oral communication skills and written communication ability. Candidates must achieve a passing oral/performance examinations in order to be ranked on the eligible list.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
- Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
