This is a Position-Based Test administered in accordance with Civil Service Rule 111A. The current position is located at San Francisco International Airport. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

POSITION DESCRIPTION :
Under general direction, the 5293 Planner IV - Aviation plans, administers and directs activities of complex aviation planning projects and supervise tasks and assignments performed by Planner IIs, support staff, interns and consultants. The 5293 Planner IV - Aviation develops, implements and enforces planning policies and procedures; gathers, analyzes and interprets planning data and prepares recommendations; prepares difficult and complex technical reports; represents the department in public meetings; acts as technical advisor on all studies and problems relating to planning.
This position will assist in the preparation of project budgets and schedules; and manage professional service contracts. The 5293 Planner IV - Aviation will serve as the project lead for upcoming airport development plan projects and will assist with environmental review of airport planning projects. This position will also be tasked with the following:
1. Analyze the airport's operational trends and evaluate the associated impacts to existing or planned airport systems, infrastructure or facilities
2. Develop airport airside and terminal infrastructure requirements evaluating techniques to optimize airport facilities to make more efficient use of airport airside and landside resources and better program facility development to meet forecast demand
3. Prepare analytic studies to assess the best use of airport property, real estate assets and infrastructure/facilities
4. Prepare summary briefings on planning and environmental issues/programs/projects for Airport management staff; manage the preparation of airport development plans, the Airport Layout Plan set, and other planning documents
5. Review and analyze market, financial, political feasibility of the Airport's capital improvements, development programs/projects and operation and maintenance activities.
6. Perform other duties as assigned.
2. Experience: Six (6) years of experience in city, urban, and/or regional planning, and zoning or related investigative work with at least two (2) years of experience at the supervisory level.
This position requires three (3) years of recent and verifiable experience in airport/aviation planning, including airport facilities planning, airport master planning, airfield/airspace planning, aviation demand forecasting, and environmental planning/permitting (i.e. CEQA/NEPA, BCDC, COE, USFWS, and CDFG).
The above minimum qualifications reflect special condition associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.
Essential duties require the following physical skills and work environment: Ability to work in a standard office environment which may involve prolonged sitting, bending and operation of typing, word processing and other office equipment; and ability to work evening meetings.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
1. Knowledge of Federal, State and local laws and regulations as they relate to aviation planning.
2. Knowledge of aviation principles involved in strategic planning, resource allocation, human resources modeling, leadership technique and coordination of people and resources.
3. Excellent verbal and written communication as well as presentation skills.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination.
