What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, single adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 6,500 units which provide permanent housing and services to formerly homeless individuals and families.

What You Will Be Doing: 

Under the direction of the Deputy Director for Administration and Finance, this position supervises stationary engineers and various craft workers engaged in buildings and grounds maintenance, repair, and related activities; and performs related work as required. The position will be responsible for managing HSH’s office headquarters, emergency shelters, resource centers, and navigation centers which serve persons experiencing homelessness. 

Essential Duties:

·         Organizes, schedules, plans, prioritizes, supervises, reviews, and manages the daily work/activities of a unit of various craft personnel and stationary engineers engaged in buildings, grounds and plant maintenance, repair, and operations.

·         Estimates, schedules, and manages projects such as building and system improvements including repair and maintenance projects.

·         Interfaces with other City Departments, private contractors, and nonprofit service providers.

·         Receives and resolves complaints and/or requests concerning the maintenance and repair of buildings and grounds.

·         Orders materials and supplies, and maintains inventories of mechanical and electrical equipment, repair parts, tools, pumps, chemicals, and fuel.

·         Oversees HSH’s facilities budget, expenses, work records, reports, and conducts inspections.

·         Implements and enforces a variety of well-defined state, federal and local laws, codes, regulations, policies, and procedures pertaining to building and grounds maintenance and repair work.

·         Explains complex technical information, participatory requirements, policies and procedures to contractors, HSH staff, City personnel and the general public.

·         Advises facilities staff on the more difficult aspects of their work;

·         Enforces adherence to established building codes, procedures and guidelines regarding grounds, building and maintenance repair work.

·         Performs other duties as assigned.


Minimum Qualifications

1.        Six (6) years of experience operating, maintaining and repairing a wide variety of mechanical, electrical, pumping, heating, air conditioning, ventilation, refrigeration and related plant machinery and systems found in large industrial, production, commercial or institutional buildings, of which two (2) years must have been in a supervisory capacity directing the operation and maintenance activities of subordinate personnel.

2.        Possession of a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency for working with heating and ventilating equipment (HVAC) or other refrigeration equipment using CFCs and HCFCs.

3.        Possession of a valid class “C” Driver license.

§  Experience operating a large multi-building portfolio

§  Experience in public and/or non-profit sector

§  Experience in facility or construction related project management

Selection Procedures

Supplemental Questionnaire (Weight: 100%):
Applicants will be prompted to complete the Supplemental Questionnaire that must be submitted during the online application process. The Supplemental Questionnaire has been designed to measure critical knowledge, skills and/or abilities in job-related areas which may include but not be limited to:

  • Advanced Knowledge of Building Maintenance and Repair Methods refers to the knowledge of the appropriate methods and procedures, tools and equipment used in the maintenance and repair of City and County of San Francisco buildings, grounds, and systems; to properly and safely use required tools and equipment to conduct tasks associated with buildings, grounds and systems maintenance and repair work.
  • Advanced Knowledge of Operation and Repair of Various Types of Steam Power Plant, Auxiliary Equipment, Plumbing, Electrical, HVAC systems, and Elevators refers to the knowledge of proper operation and maintenance of building systems; oversee the work of engineers responsible for insuring system readiness and functionality.
  • Knowledge of Applicable Building Codes, Laws, and Regulations refers to the knowledge and ability to read, understand, follow, interpret, and explain various complex State, Federal and local laws, policies, rules, instructions, regulations, procedures, codes, directions and applications related to buildings, grounds, systems maintenance, and repairs. To gather information and research relevant principals and practices of buildings, grounds maintenance, and repair work.
  • Knowledge of Safety Procedures refers to the general principals, practices, procedures, and methods involving the repair and maintenance of buildings, grounds, and systems when handling tools, fuel, mechanical or electrical machinery equipment and chemicals using safety and/or protective equipment such as protection goggles, mask, gloves, and back restraints.
  • Ability to Direct, Assign, Manage, Supervise, Instruct, and Evaluate refers to the ability to direct, assign, manage, supervise, instruct, and evaluate a unit of workers of various crafts engaged in buildings, grounds, and systems maintenance.  It also refers to the ability to develop, implement principles and practices of supervision; establish objectives, timetables, goals and priorities; motivate, and train staff; review work performed by staff; identify and assist in the resolution of difficult building, grounds, and systems maintenance and repairs problems; assume responsibility for initiating ways to improve the overall operation of the unit; monitor and document the performance of individual workers and implement disciplinary procedures (if necessary).
  • Human Relations Ability refers to the ability to establish rapport, promote, and maintain relationships with City departments and personnel, contractors, staff, government representatives, professional organizations, public and private agencies, and the general public; to respond courteously, tactfully, and diplomatically with individuals especially in situations where relations may be strained. Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. Safety Sensitive Positions Requirements:
