This is a Position Based Test conducted in accordance with Civil Service Rule 111A.
Under direction, the Asphalt Finisher Supervisor assists in the planning, coordination, implementation and monitoring of activities related to asphalt related maintenance and repair.
Essential functions of this classification include: supervising the activities of a crew that performs work on asphalt streets, roads, runways, excavations, construction or maintenance projects; assigning, scheduling, monitoring and evaluating the work of crews and equipment operators that are engaged in spreading and finishing asphalt; motivating and training employees to confirm with established procedures; completing performance appraisals and implementing reward or disciplinary procedures, as indicated; planning and prioritizing work flow to meet production targets; preparing estimates of time frames and costs for projects; assisting in preparing the specifications and modifications for projects; estimating, ordering and scheduling the delivery of asphalt materials; making site inspections of maintenance and repair projects to ensure that standard requirements are met; ensuring that all repair projects are cleaned up after completion of work and that barricades and warning lights are in place on incomplete projects; assisting in enforcing safety procedures; conducting safety meetings; meeting with other personnel to coordinate work plans; maintaining employee records, injury and incident reports, purchase orders and budget records; responding to inquiries and complaints; using a two-way radio, cell phone or pager; operating a motor vehicle to drive to work sites or meetings; interacting courteously with the general public and other city employees while working in the field; using a personal computer for correspondence, to keep an inventory database, track work assignments, quantity of materials used per job, and employee time records; and may be assigned to perform as a working supervisor on an asphalt crew. Perform other related duties as required.
Nature of Work:
The normal work schedule is a five-day 40 hour workweek, with the possibility of graveyard/swing shift, overtime, weekends, and holidays. This position requires physical effort and dexterity in the use of fingers, limbs and body; heavy lifting up to 100 pounds, involves exposure to inclement weather, working conditions in which moderately serious injuries may occur, exposure to heat and fumes, and may involve exposure to hazardous materials and raw sewage. Requires the ability to wear personal protective equipment, including a respirator, and pass a medical examination.
1. Two (2) years of experience in street paving and repair work in class 7404 Asphalt Finisher OR
2. Two (2) years of experience in roadway base repair, curb and gutter repair, and milling and preparing streets for resurfacing or overlay; AND
3. Possession and maintenance of a valid class C driver license.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience with the work order management program INFOR, also known as CMMS, to track work assignments and status.
- One (1) year experience as a lead worker for an asphalt paving crew performing asphalt repair work or the grinding and resurfacing/overlay of streets.

Supplemental Questionnaire: (Qualifying)
Applicants will be prompted to complete a supplemental questionnaire as part of the online employment application. Basic Supervisory Exam (Weight: 50%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.
This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
The examination is administered via computer or in paper format. Qualified candidates will be notified of the particular format to be used in their test appointment notification.
The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Oral/Performance Examination (Weight 50%)
Candidates achieving a passing score on the Basic Supervisory Written Exam will be invited to participate in the oral/performance examination to assess a candidate’s knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of techniques and equipment used in spreading, finishing, and compacting asphalt mixtures; knowledge of safety procedures; supervisory ability; oral communication ability.
Candidates must achieve a passing score on the Basic Supervisory Examination and Oral/Performance examination in order to be ranked on the eligible list.
The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.

The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
