POSITION DESCRIPTION: Under direction, supervises and coordinates the work of subordinate locksmith engaged in the repair, adjustment and maintenance of all types of locks and locking devices. Essential duties include: Assigns and supervises the work of locksmiths, inspects work during progress and upon completion; assists in the development and advancement of subordinates through training and effective use of employee development program; requisitions, receives, inspects and stores equipment and supplies; confers with building maintenance personnel regarding work to be accomplished; Supervises and participates in the installing and repairing of locks, changing lock combinations, opening or removing locks which cannot be opened means; devises and adjusts master key systems and installs and maintains all types of locking devices; supervise, inspect and repair or adjust other building hardware such as door checks, latches, panic doors and door closers; estimates  materials and labor costs; maintains work records and reports; prepares, gathers and maintain records and reports utilizing a computer for data input on work accomplished and materials expended and detailed key codes and records; investigates accidents and prepares written reports; Drives a motor vehicle to transport equipment and tools to various job; interprets, explains and carries out existing methods and procedures pertaining to lock outside organizations relating to lock repair and maintenance operations; and performs other duties as required

Minimum Qualifications

Experience:
Five [5] years of verifiable experience as locksmith, including [1] year of experience at the journey level.

AND

License
Possession of a valid class C drivers license at the time of the appointment

Notes:

1] One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40 hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience in preparing product and service specifications, bids or Requests for Proposals (RFPs), purchasing contracts, reports and documents related to purchasing and contracting activities;
  • Experience in interpreting and applying rules and regulations governing procurement activities in a large organization;
  • Experience in utilizing procurement software applications such as PeopleSoft, Automated data processing applications such as Word, Excel, etc.;
  • Knowledge of principles, methods and procedures employed in the purchase of large quantities of a wide variety of materials, supplies, equipment and services;
  • Ability to develop and maintain excellent working relationships with City personnel, vendors and contractors;
  • Ability to multi-task, prioritize and plan activities to meet deadlines;
  • Ability to effectively organize, analyze and interpret data and present issues and problem-solving recommendations verbally and in writing.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Applicants will be prompted to complete a supplemental questionnaire as part of the online employment application. It is essential that applicants provide complete information in identifying their education, experience, training and/or licensure, consistent with the information provided on their application. The supplemental questionnaire will be used to evaluate whether applicants meet the minimum qualifications for this position. Applicants must also complete the official application. The information in the supplemental questionnaire will not be scored and is collected for informational purposes..

Basic Supervisory Examination: (Weight 40%)

Candidates will be administered a written multiple-choice examination that includes test items that relate to various supervisory practices and procedures (e.g., directing subordinates, delegating tasks to subordinates, providing customer service, demonstrating appropriate supervisory/leadership behavior, addressing and/or evaluating subordinate issues, behavior and performance) as well as reading and comprehension items.

A passing score must be achieved on the Basic Supervisory Written Examination in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

The score you achieve on this examination shall be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However,after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner then one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Oral/Performance Examination: (Weight: 60%)

Applicants who pass the Basic Supervisory Written examination will be tested to determine their relative knowledge, skills, and abilities in job-related areas for the 7236 classification which may include, but are not limited to: Knowledge of the design, construction, installation, maintenance, operation, repair and rebuilding of all types of locks, locking devices, panic door devices and door checks; locksmith tools; Knowledge of door hardware specifications; Knowledge of safety procedures and ADA requirements; Ability to plan, prioritize, assign, train and review the work activities of subordinate locksmith personnel, including the ability to assist in their professional development through training, coaching and performance evaluation; Ability to read blueprints and plans; estimate material and labor costs; Ability to write job-related materials such as work reports and records, accident reports, etc; Ability to speak clearly and effectively, give oral instructions answer questions and explain work-related information to others, listen and elicit information; Ability to interact tactfully and effectively with other personnel, representatives of other city departments and the public; Ability to safely and legally operate a motor vehicle to visit work sites.

Date of Oral/Performance Examination: Only those applicants who meet the minimum qualifications will be notified of the exact date, time and place to report to the written examination.

Certification: The certification rule for eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions/

Eligible List:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. 2] Candidates must achieve a passing score on the written examination in order to be ranked on the eligible list.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
